Duties- As a Safety and Occupational Health Specialist with Portland District, you will be responsible for providing critical guidance on all safety-related programs specifically related to civil works, construction, operation and maintenance of flood control projects, hydroelectric power plants, marine and dredging resources, hazardous and toxic waste, levees, flood walls, channel improvements, environmental protection, and recreation and public water safety.
- Advise on the Safety and Occupational Health Program for Portland District.
- Assist project personnel with implementation of their site-specific Safety and Occupational Health plans and programs.
- Advise on safety requirements related to electrical power house, hydroelectric design, and dam safety.
- Provide technical assistance with regard to handling and/or disposal of hazardous waste and chemicals.
- Audit worksite safety programs, evaluate effectiveness, identify gaps, report/communicate findings to senior leadership.
- Develop and conduct supervisor/employee-level Safety and Occupational Health (SOH) training.
- Coordinate Safety and Occupational Health (SOH) training.
- Develop safety regulations, guidance, policies, and standard operating procedures.
- Conduct worksite inspections through identification of hazards, developing controls to mitigate hazards, and assisting project personnel with implementation of the controls.
- Review accident prevention plans, design reviews, and safety submittals.
- This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

Experience:
One year of specialized experience which includes (1) assisting with safety and occupational health inspections; (2) applying safety and occupational health laws, regulations, principles, theories, practices, and procedures when dealing with occupational safety and health requirements; and/or (3) Identifying hazards in an industrial workplace. This definition is typical of the second lower grade/level position (GS-09). - GS-12
Minimum Qualifications & Specialized
Experience:
One year of specialized experience which includes (1) conducting safety and occupational health inspections, (2) applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters, and/or (3) implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. This definition is typical of the next higher grade/level (GS-11 or above).
Some federal jobs allow education substitution; for GS-12 you must meet the qualification requirement using experience alone—no substitution of education for experience is permitted. - Other Requirements:
