Join the US Army Corps of Engineers as a Safety and Occupational Health Specialist in the Northwestern Division (Portland District). This permanent, full‑time position uses the Direct‑Hire Authority (TARP) to recruit qualified candidates.

Position Overview

As a Safety and Occupational Health Specialist, you will provide critical guidance on safety‑related programs across civil works, construction, operation, and maintenance of flood control projects, hydroelectric power plants, marine and dredging resources, hazardous and toxic waste, levees, flood walls, channel improvements, environmental protection, recreation, and public water safety.

Duties
  • Advise on the Safety and Occupational Health Program for Portland District.
  • Assist project personnel with implementation of site‑specific Safety and Occupational Health plans and programs.
  • Advise on safety requirements related to electrical power house, hydroelectric design, and dam safety.
  • Provide technical assistance for handling and disposal of hazardous waste and chemicals.
  • Audit worksite safety programs, evaluate effectiveness, identify gaps, and report findings to senior leadership.
  • Develop and conduct supervisor/employee‑level Safety and Occupational Health (SOH) training.
  • Coordinate Safety and Occupational Health training.
  • Develop safety regulations, guidance, policies, and standard operating procedures.
  • Conduct worksite inspections, identify hazards, develop controls, and assist project personnel with implementation.
  • Review accident prevention plans, design reviews, and safety submittals.

  • This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905.

Minimum Qualifications & Specialized Experience

One year of specialized experience which includes:

  • Assisting with safety and occupational health inspections;
  • Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures when dealing with occupational safety and health requirements;
  • Identifying hazards in an industrial workplace.

OR

Education

Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree with a major study in safety or occupational health fields, or Ph.D. or equivalent doctoral degree in related fields supplemented by at least 24 semester hours of study from among safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

Education and Experience

A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12, then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18.

Minimum Qualifications & Specialized Experience

One year of specialized experience which includes:

  • Conducting safety and occupational health inspections;
  • Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements;
  • Implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses.
