Entry‑Level Electrical SCADA/Studies Engineer
WSP is currently launching a search for an Entry‑Level Electrical SCADA/Studies Engineer for our Portland, Oregon office. You will work on projects with our Power Delivery SAS III Team and help deliver solutions that meet client objectives and solve complex challenges.
Job DescriptionFrequent responsibilities include performing electrical studies and developing or troubleshooting SCADA systems for utility and industrial/commercial clients. The work will involve:
- Protective Relaying: short‑circuit and symmetrical component analysis, time‑current coordination, protection scheme and criteria development, relay‑setting calculations, SCADA integration, NERC compliance, and arc‑flash analysis. Software:
AcSELerator Quickset (SEL‑5030), AcSELerator Architect, GE Enervista, ASPEN Oneliner, SKM‑PTW, ETAP, RSCAD/RTDS. - Power System Planning Studies: steady‑state real and reactive power flow, outage contingencies, generation interconnect feasibility, P‑V and Q‑V analysis for voltage‑stability margins, dynamic‑stability performance, batch‑simulation automation, and NERC‑regional‑entity collaboration. Software: PSS/E, PSLF, Power World, Python scripting.
- Infrastructure Design Studies: substation grounding, corona and electric/magnetic‑field analysis, insulation coordination (lightning, switching surge, contamination), transient (time‑domain) simulation, power‑quality assessment (harmonics, flicker, over/under voltage), motor starting, AC interference with railroads/pipelines. Software: CDEGS, ATP‑EMTP, PSCAD.
- Networking and Communications: design and configure network/communication paths for RTUs, relays, meters, HMIs, PLCs, and other SCADA equipment; draft specifications for fiber‑optic, microwave, power‑line carrier, or radio routes; travel to sites for troubleshooting and commissioning. Protocols: DNP, Modbus, SEL Communication, Goose Messaging, IEC 61850.
- Logic and Control Systems: develop and implement logic for remote/local equipment operation; program on platforms such as SEL RTAC, Orion, Cooper SMP, GE‑D20; travel to test and commission schemes.
- Data Acquisition: prepare points lists, program data addressing and routing, develop HMI screens, and travel to commission data‑transfer schemes. Software:
Wonderware, Clearview, AcSELerator RTAC, Visual Basic, OSIPI, Python scripting. - Exercise responsible and ethical decision‑making regarding company funds, resources, and conduct, and adhere to WSP’s Code of Conduct.
- Perform additional responsibilities as required by business needs.
- Support all aspects of transmission‑line design for new lines, relocations, upgrades, and fiber‑optic additions.

- Recent BSEE graduate or current university student pursuing a BSEE.
- Strong troubleshooting skills.
- Occasional travel may be required.
- Proven record of workplace safety and compliance with WSP’s health, safety, drug/alcohol, and harassment policies.
- 0–1 year of experience.
- Within one year of graduation.
- Courses covering three‑phase power, load flow, reactive compensation, protective relaying, symmetrical components, transmission line theory, power‑system transients, dynamic stability, and electromagnetics.
- Internships or experience with the technical areas and software listed above.
- EIT certification with the expectation to pursue PE licensure.
