Senior Engineering Associate Electrical Specialty
Join the International City/County Management Association (ICMA) Veterans team as a Senior Engineering Associate – Electrical Specialty. The role is located at 5001 N Columbia Blvd., Portland, OR. This full‑time position will support the Operations and Maintenance (O&M) Group’s Electrical and Instrumentation (E&I) Program by designing and maintaining electrical and instrumentation systems for wastewater and stormwater treatment facilities.
Location & CompensationSalary: $50.34 – $64.15 hourly
Job Type: Regular Full‑time (Monday‑Friday, 8 am‑5 pm)
Job PurposeProvide critical support to the E&I Program by addressing electrical and instrumentation issues for the Columbia Boulevard Wastewater Treatment Plant, Tryon Creek Wastewater Treatment Plant, Combined Sewer Overflow system, and 98 pump stations across the city. Under the direction of the E&I Manager (registered Professional Electrical Engineer), perform design work, engineering calculations, preparation of maintenance documents, project requests, coordination studies, and technical research.
Key Responsibilities- Design electrical and instrumentation/controls (I&C) work and perform engineering calculations.
- Prepare maintenance documents including as‑built/as‑wired drawings, procedures, operations and maintenance manuals, data sheets, and bills of materials.
- Compile project request packages with scopes of work, cost estimates, and schedules.
- Manage in‑house projects and conduct short‑circuit, coordination, and arc‑flash studies.
- Review Capital Improvement Program (CIP) projects’ electrical and I&C drawings and specifications and provide comments to ensure compliance with standards and O&M needs.
- Assist with the Master Electrical Permit Program implementation and perform technical research and issue analysis.
- Knowledge of electrical engineering fundamentals, design principles, and construction practices.
- Knowledge of electrical codes and standards relating to municipal infrastructures.
- Knowledge of instrumentation & control systems, control panel design, and PLC programming.
- Ability to plan and manage multiple engineering projects.
- Ability to establish and maintain effective working relationships and interact effectively to solve problems.
- Ability to write clear, concise technical materials such as reports and specifications.
A valid state driver’s license is required.
Education & Experience- Bachelor of Science (B.S.) in Electrical Engineering from an accredited four‑year college or university.
- Three to four years of responsible engineering experience or equivalent training and experience.
- Engineer‑In‑Training certification (FE examination passed at time of appointment).
- STEP 1 – Apply online between November 10, 2025 and December 1, 2025. Submit a resume and supplemental questions.
- STEP 2 – Minimum qualification evaluation (Week of December 1 to December 8, 2025).
- STEP 3 – Eligible list establishment (Week of December 8, 2025).
- STEP 4 – Interview selection (Early January 2026).
- STEP 5 – Offer of employment (Mid‑Late January 2026).
