Position Overview /Duties

About the Position:
This position is located in the Safety and Occupational Health Office in Portland, Oregon.

  • Support the Portland District's Safety and Occupational Health Office in a variety of civil works planning, engineering, operations, maintenance, construction and contractor personnel engaged in construction, engineering, and maintenance activities.
  • Plan, coordinate, administer and provide professional expertise for the industrial hygiene program and perform other responsibilities in accordance with the requirements of OSHA and executive orders, and DOD, DA, and OCE directives.
  • Conduct periodic surveys of working conditions to assess the nature and magnitude of hazardous exposures. Plans, coordinates and conducts comprehensive surveys to identify and evaluate potential chemical, biological or physical health hazards within the workplace. Prepares directives, instructions, specific control procedures, and occupational health bulletins relative to industrial hygiene.
  • Develops priorities and goals for the industrial hygiene program based on existing or planned level of service, program elements, and/or anticipated problems/projects.
  • Reviews accident reports for completeness, accuracy, and authenticity and assures causal analysis and corrective actions are appropriate.
  • Evaluates program accomplishments periodically to coordinate the program effectively and to determine the need for program improvements or changes.
  • Writes and submits technical reports that are clear, concise and timely.
Other Conditions and Requirements

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

Minimum Education: A bachelor's or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science. OR, certification from the American Board of Industrial Hygiene (ABIH).

Minimum Specialized Experience Requirement: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-11 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
Assisting management of industrial hygiene or occupational health program elements; developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards; developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses; analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards;

designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards; inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards; inputs and analyzes data in an automated system; training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.
