Overview

The Corrections Site Medical Director at Cumberland County Jail, Portland ME, is responsible for overseeing the provision of medical services to inmate patients at the assigned facility consistent with CFG clinical guidelines and community standards of care. This role provides overall supervision for clinical services at the site, manages and evaluates medical program activities based on company goals, objectives, and philosophy, and ensures alignment with industry standards and contractual obligations.

The Site Medical Director manages primary and consultative services, collaborates with subspecialists, and interfaces with hospital providers to assure timely and appropriate care for inmate patients. The position maintains continuous quality control of health services through education, service audits, and studies, and functions as liaison between correctional officials, public agencies, and the company. The Site Medical Director collaborates with the Health Services Administrator to ensure effective inmate patient care delivery and achievement of desired patient outcomes while maintaining established guidelines and fiscal responsibility.

Responsibilities
  • Performs and documents routine physical examinations on inmate patients referred by nursing/professional staff, consistent with NCCHC standards of care, state corrections standards, ACA, and PBNDS as appropriate.
  • Participates in the annual review and approval of CFG clinical guidelines, protocols, policies and procedures, as well as the medical disaster plan.
  • Evaluates the credentials of health care providers at the facility and examines referred patients.
  • Ensures implementation and ongoing supervision of on-site chronic care clinics.
  • Assumes the role of primary care physician to inmate patients and coordinates care at the jail and off-site when needed.
  • Performs medical examinations on all new inmates within contracted intervals of admission as needed.
  • Provides treatment and orders studies, tests, and ancillary services required for basic health care.
  • Supervises clinical services provided by professional and paraprofessional staff.
  • Conducts Doctor Sick Call to examine and treat inmate patients after triage by nursing staff when physician services are required.
  • Supervises development and application of policies, procedures, and protocols in detainee/inmate care.
  • Participates in interviewing and hiring of physician and mid-level provider staff for the facility.
  • Supervises clinical service treatments, medications, and other treatments in accordance with state regulations and CFG formulary guidelines.
  • Provides emergency treatment on-site and responds appropriately in urgent or emergency situations.
  • Records all care information concisely, accurately, and in a timely manner in the appropriate format and forms.
  • Promotes a therapeutic environment and ensures inmates are treated professionally, ethically, and with tact.
  • Ensures that all telephone orders are countersigned within 72 hours.
  • Monitors referrals to outside health care facilities for appropriateness, quality, and continuity of care.
Qualifications
  • Minimum Education
    • Completion from an accredited medical school with a Doctor of Medicine (MD) or Doctor of Osteopathy (DO) degree.
    • Completion of a US-based residency program.
    • Current, unrestricted license to practice medicine in the state where the facility is located (maintain a current copy on file at the facility).
  • Minimum Work Experience
    • At least two years of public health, emergency, family practice experience.
    • Previous correctional health care experience preferred.
  • Required Skills

    • Assertive, empathetic, and able to provide care objectively.
    • Strong interpersonal communication and customer service skills.
    • Basic computer skills.
    • Ability to command the respect and confidence of inmates and staff; philosophically committed to facility objectives.
    • Strong medical knowledge base for written reports and handling of legal depositions and court hearings.
    • Maintains an active CPR certification.
    • Must have unrestricted and valid prescriptive authority with DEA, DEA-X, and CDS.
  • Functional/Physical Demands
    • Ability to pass required health and other screening tests.
    • May be required to work nights, weekends, and holidays.
    • Provide 24-hour on-call coverage to advise medical providers in inmate care.
Additional Demands
  • Physical demands include standing, walking, and lifting up to 50 pounds as required by the role.
