The starting hourly rate for this role is $38.11 - $43.82 depending on qualifications.
Under broad direction of the Director of the Office of Solid Waste, this position performs advanced project management and analytical work to support the planning, evaluation, and expansion of solid waste services. The role emphasizes complex data analysis, departmental policy development, and interdepartmental coordination to ensure efficient, compliant, and community-responsive waste management operations. The Senior Project Manager applies agency regulations and independent judgment to ensure that all activities meet high standards of service and are executed with maximum resource efficiency.
Assignments are expected to be completed expeditiously, accurately, and in alignment with City policy directives. This position also assists the Office of Solid Waste team in ensuring projects are completed within budget and on schedule, manages assigned projects, and performs project management duties in addition to senior-level responsibilities. Facilitates the development of public trust and confidence in the City.
This position is considered an "Essential Position" for the purpose of Emergency Management. Emergency duties will be assigned as needed. This position requires 24 hours a day, 7 days per week availability during City of Port St Lucie emergencies, as determined by City Administrators, Emergency Manager or City Officials.

- Keeps the mission, vision and values of the City of Port St. Lucie at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives, maintains high levels of work and productivity by generating innovative solutions to work situations.
- Disseminates information to public via email, telephone, virtual meetings or in-person.
- Establishes and implements quality control measures and process improvements.
- Provide guidance to staff on policies and the application of federal, state, and local regulations applicable to Solid Waste projects.
- Conduct complex data analysis to evaluate service performance, identify trends, and support data-driven decision-making.
- Reviews and oversees the preparation of Request for Proposals (RFP), Requests for Qualifications (RFQ), and other binding documents for a franchise agreement and resources in compliance with municipal, state, and federal code requirements.
- Responsible for facilitating duties within Office of Solid Waste, including but not limited to 1
PSL, solid waste citation administrative oversight, Keep Port Saint Lucie program, and participation in departmental leadership activities. - Plans, coordinates and develops detailed plans for solid waste projects.
- Estimates project costs, supervises development projects and/or contracts and obtains permits.
- Coordinates with the appropriate departments regarding solid waste city services, improvements and needed maintenance of solid waste equipment.
- Participates in the development of any solid waste Capital Improvement program.
- Responsible for conducting research, responding to citizen comments and preparing written summaries.
- Support the development of grant applications and funding proposals for solid waste initiatives.
- Represent the department in public meetings, interagency collaborations, and community engagement efforts.
- Manage the development and implementation of public-facing educational materials and outreach campaigns.
- Develops and maintains franchise agreement and monitors agreements hauler requirements.
- Develops and formulates written progress reports to the Director.
- Lead strategic initiatives to expand and improve solid waste services, including recycling, collection, and public education programs.
- Reviews evaluations of all projects assigned.
- Makes presentations before City Council and the public.
- Reviews solid waste processes and applications.
- Reviews, evaluates and reports to the Director of Solid Waste regarding franchise agreement, and disposal contracts schedules.
- Supervise and mentor staff involved in program development, data management, and service operations.
