As a Right of Way Analyst, you will play a pivotal role in shaping the infrastructure that connects and serves our residents. This position offers autonomy and broad responsibility. You’ll manage complex acquisitions, negotiate with property owners, and ensure compliance with state and federal standards, contributing to projects that improve safety, mobility, and quality of life for thousands of community members.
Responsibilities- Lead negotiations for acquisition of land rights, easements, and real property for road construction, improvements, and utility projects across Kitsap County.
- Direct property acquisition processes for multiple departments, ensuring compliance with County, WSDOT, FHWA, and Uniform Act guidelines.
- Oversee property transactions from start to finish; conduct title searches, review construction plans, and prepare legal instruments for conveyance and disposal of County-owned property; prepare cost estimates, letters of opinion, and short-form appraisals to establish just compensation for property owners.
- Drive stakeholder engagement by informing property owners of their rights, applicable laws, and negotiating claims or settlements with professionalism and transparency.
- Ensure accuracy and legality in all documentation, including deeds, easements, leases, permits, and licenses.
- Navigate public inquiries and provide expert guidance on road vacations, tax title sales, easement transactions, and other real estate matters.
- Represent the County in discussions with property owners, agencies, and community stakeholders.
- Bachelor’s degree in Real Estate, GIS, Business Management, or related field and three years of directly related experience in land acquisition, real estate sales, appraisal, title examination, or property management, OR seven years of directly related experience in these areas.

Work experience is essential and cannot be replaced by additional education. Relevant experience includes land acquisition and sale of real estate, real property appraisal, title examination, negotiations, or related such as property management, lease agreements, title review, etc.
Credentials and Skills- Notary Public in Washington State (must obtain within 6 months).
- International Right of Way Association (IRWA) Membership (must obtain within 90 days).
- Completion of IRWA Course 100 (must obtain within 6 months).
- Strong negotiation and conflict resolution abilities.
- Excellent public engagement and stakeholder communication skills.
