Position: WDVA Facilities Manager (WMS 1), Full-Time, Permanent, Washington Veterans Home

Facilities Manager

Full-Time, Permanent position at Washington Veterans Home in Port Orchard, Washington. The Facilities Manager will lead the Facility Management Team and support nursing and dietary functions by overseeing Building Maintenance, Power House, Grounds, Custodial, Laundry, Transportation, and Capital Projects. The role reports directly to the Washington Veterans Home Administrator.

Key responsibilities include:

  • Directly manage Facility Management departments and ensure delivery of facility services.
  • Troubleshoot, direct repairs, contract outside services, and perform repairs with creative solutions.
  • Manage budget and FTEs, keeping overtime and expenditure within constraints.
  • Perform regular inspections and develop systems for work orders, records, and preventive maintenance.
  • Allocate resources and maintain continuous operation for efficient facility operations.
  • Oversee capital projects from justification to completion, collaborating with architects and project managers.
  • Ensure compliance with fire and life safety codes, maintaining mandatory drill and inspection records.
  • Coordinate communications with other departments for ongoing improvements and new requirements.
  • Maintain compliance with local, state and federal regulations for Plant Services.
  • Lead staff development, training, performance appraisals, and disciplinary actions.
  • Guarantee smooth operation of the Steam Plant and generators within specifications and codes.
  • Develop tracking systems for boiler certifications and related documentation.
Qualifications
  • Bachelor's degree in planning, project management, facilities management business administration, or a related field.
  • Five years of increasingly responsible experience in building or facilities management.
  • Three years of supervisory responsibility.
  • Knowledge of property management, life safety codes, federal, state and local laws, regulations, inspections, building codes, and cost estimating.
  • Strong background in management, supervising skills, personnel processes and policies, and team building.
  • Excellent report preparation and presentation skills.
  • Knowledge of heating, cooling, ventilation, plumbing, sewer, and water systems.
  • Working knowledge of building codes, permitting and construction requirements for new and remodeling work.
  • to manage separate departments and identify opportunities for improvement.
  • Strong written and oral communication skills.
  • Proficient in English, able to read, write, and speak.
Preferred
  • Experience in a long‑term care and/or healthcare institutional setting.
Special Requirements
  • Must pass a DSHS BCCU Background Check prior to starting and every two years thereafter.
  • Must comply with annual Tuberculin Screening in accordance with DVA policy.
  • Must comply with medical evaluation, fit testing, and respiratory protection requirements.
  • Must sign confidentiality statement.
  • Must comply with all DVA policies, procedures, and Collective Bargaining Agreements.
  • Must maintain regular and reliable attendance and follow proper call‑in procedures.
  • Must complete required orientation and all mandatory training.
  • Travel may require a valid unrestricted driver’s license and liability insurance for private vehicle use.
  • Must possess work authorization that does not require sponsorship for a visa.
