SALARY: $24.0676 - $29.9070, Hourly (DOE&Q) NON-EXEMPT

Job Summary

Responsible for planning, coordination and oversight of daily street service operations and customer issues, including management of operations staff to make regular assessments of their performance.

Supervision Received and Exercised

Receives direction from Director of Transit while exercising direct supervision over subordinate operational staff.

Examples of Important Responsibilities and Duties
  • Direct, organize and manage operation activities for fixed route, paratransit and Dial-A-Ride Demand Response.
  • Ensure compliance in accordance to FTA standards, Americans with Disabilities Act (ADA) regulations and departmental policies, as well as applicable federal, state and local laws and regulations.
  • Monitor, train, correct and evaluate performance of assigned personnel; track employee attendance and leave.
  • Supervise, lead and motivate operators and be their real-time, in-service resource for assistance.
  • Perform Time Point Checks to ensure operators are on schedule on their routes.
  • Ensure operators provide friendly customer interaction and maintain coach cleanliness.
  • Investigate accidents, incidents, disputes and disturbances in accordance with policy, and in conjunction with involved authorities, and complete all required associated reporting on these matters.
  • Supervise drug and alcohol screening of all operators, including post‑accident, random and reasonable suspicion testing; make independent reasonable suspicion determinations.
  • Provide customer service by speaking with customers about their experiences, coordinate dispute resolution among customers and operators, transport customers in problem situations and respond to extra service route problems.
  • Monitor cameras and transit radio system.
  • Ensure assigned personnel are in compliance with the dress code policy.
  • Serve as an essential employee to continue operations during an emergency or weather related event.
  • Respond to the constant changing needs in relation to operation coverage, on minimal notice, which may include equipment failures or malfunctions in the field, route coverage during breakdowns, handing passenger issues, advisement of detours, weather conditions and related uncontrollable events, that may impact passenger services.
  • Work proficiently with computer and software to accomplish administrative tasks.
  • Maintain accurate reports and records in accordance with Port Arthur Transit procedures.
  • Assist dispatch with covering extra trips by personally providing trips or contacting possible operator replacements.
Qualifications Knowledge of:
  • Advanced principles and practices in transit operations including fixed route/paratransit.
  • Principles of effective public relations and interaction with economically and ethnically diverse populations, community groups and agencies, private business and firms and other levels of government.
  • Business letter writing and report preparation, record keeping and reporting procedures.
  • Applicable federal, state and local laws, regulations, codes and/or statutes.
  • The City of Port Arthur and surrounding area streets, landmarks and related geography in the Port Arthur Transit service areas.
  • The Americans with Disabilities Act and its requirements, as they pertain to the needs of the elderly and disabled.
  • Personal computers and current software programs for word processing, spreadsheets, presentations, emails and databases at the intermediate level of proficiency.
Ability to:
  • Analyze complex administrative problems and make sound decisions and/or recommendation to resolve problems.
  • Interpret and apply pertinent laws, rules and regulations.
  • Maintain confidentiality in the performance of duties.
  • Ability to multitask in a quick‑paced environment.
