The Lead DCS Operator reports to the Operations Supervisor and is the focal point, on a shift basis, for the operating activities from the control room as it relates to the safe and effective operation of the Port Arthur LNG Facility. The Lead DCS Operator is responsible for working with all facility operations personnel, Supervisors, Managers and Directors within the Operations & Maintenance departments to operate and optimize the Port Arthur LNG facility.
The Lead DCS Operator works with a shift team of DCS Board operators at the PALNG liquefied natural gas (LNG) site to deliver safe, reliable, and efficient operations. The Lead DCS Operator participates in Simultaneous operations (SIMOP) reviews and work activities task-based risk assessments. The Lead DCS Operator ensures that the plant operates within the safe operating envelopes, ensures proper transfer of ownership of equipment between Operations and Maintenance, and determines and prioritizes maintenance requirements and writes associated work orders.
Always promotes safety and environmental compliance by ensuring that all safety and environmental policies and procedures are developed and enforced. Communicates and interacts with all the plant departments, and consults with external resources to resolve plant problems, and improve plant reliability and safety. Assist with the development, review and updates to the site Operating Manuals and procedures.
A major function includes the training, development, and evaluation of DCS Board Operators. This position will be in Port Arthur, Texas and is a shift-based position requiring nonstandard working hours for the operations team to provide 24/7 coverage. Transportation Worker Identification Credentials (TWIC) is required. Including the Operations Training Simulator, shift handover, car seal registers, PTW and control of work systems.
Dutiesand Responsibilities
- Perform field observations, JSA reviews, toolbox meetings, field self-verifications, and competency field assessments.
- Interface with maintenance if require, to participate in permit and scheduling meetings.
- Ensure that the DCS operations team is performing effectively by reviewing KPIs and monitoring systems and ensuring the facility is always optimized.
- Develops, update, and maintain Operating plans, procedures, manuals, and programs.
- Operates the DCS control panel to monitor and operate the facility and provide operating data that supports daily gas balance and distribute information.
- Performs routine operations on terminal equipment such as inspection, start-up, shutdown, on his/her shift;
Performs all work in accordance with sound safety practices and using appropriate safety devices and equipment. - Controls the process within the operating envelope and according to established procedures to ensure maximum reliability for LNG production plan and product specifications are met and actively monitors the process throughout the shift to ensure consistent reliable operations.
- Performs all work in compliance with all company Environmental and Safety policies, understanding operating and permit limits to ensure regulatory compliance while maintaining maximum reliability and efficiency. Reports safety and environmental concerns, problems, and incidents to appropriate shift team members.
- Troubleshoots process problems and deviations from normal operations. Reacts to process upsets and emergencies according to procedure.
- Incumbent on experience fills the shift supervisor position during his absence; shares on-call duties/responsibilities. Must be able to work scheduled and unscheduled overtime. Occasionally may be required to perform portions of work activities of a DCS operator or Field Operator duties as needed.
- Assist with the pre-commissioning, commissioning, startup, and initial operation of the Port Arthur LNG Facility. This will include being a vital member of the integrated commissioning / start-up team(s) with the EPC contractor.
- Keeps skills and knowledge current and completes required refresher training to maintain and elevate the level of process understanding.
- Participate in the Operations training program. A key aspect of this program will be to function as a mentor to DCS Board Operators by providing the DCS Operators with meaningful job assignments, on the job training, and progress monitoring.
- Provide technical support to problem solving activities during the shift and ensure reliability issues are identified and effectively communicated to the appropriate departments.
- Participates in Operating Procedure and Manual development process.
- The Lead DCS Operator may be required, in emergency situations to report to work during unscheduled time;
