Port Arthur LNG, LLC (PALNG) is developing a LNG production and export facility on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The project includes two LNG trains, two LNG storage tanks, one LNG carrier berth, and related utilities/facilities. The project is located along State Highway 87 south of Port Arthur, Texas. The Infrastructure Global Business Unit (GBU) is executing site civil and marine scopes for LNG projects.

In this role, you will lead a high-performance team to develop and manage complex Environmental, Safety, and Health (ES&H) project programs. You will support functional leads to ensure requirements are integrated and be responsible for overall ES&H execution and continuous improvement.

• Supervise a component of a safety program, including technical and administrative aspects; provide guidance to assigned safety personnel.
• Provide technical support within ESH teams and to Engineering, Construction, Commissioning and Startup, Operations, Legal, Contracts, Procurement, Management, and other functions regarding ESH program execution.
• Ensure safety and health requirements are integrated in planning documents, design criteria, construction and commissioning plans, schedules, and subcontract documents.
• Prepare or help prepare Safety and Health Management Plans and awareness/training programs in compliance with Bechtel standards, the ESH Management System, and regulatory requirements.
• Emphasize and use risk assessment and data analysis to track and improve ESH performance within Bechtel's Management System.
• Prepare technical and regulatory reports, research issues to support ESH program execution, evaluate data, and report performance trends.
• Participate in ESH emergency response planning and ensure investigation and resolution of safety and health incidents.
• Build and maintain relationships with stakeholders, and lead meetings with customers, team members, and contractors to advise on safety and health requirements.

Bachelor's degree (or international equivalent) related to environmental, safety, health or science-related discipline and 8-10 years of relevant experience or 12-14 years of relevant work experience.

• Knowledge of national safety laws/regulations and regulatory agency requirements, industry ES&H standards, and best practices for minimizing ES&H risks during project execution.
• Knowledge of engineering and construction systems, methods, and work processes; experience in managing and/or providing technical oversight of ES&H subcontractors or consultants.
• Experience in ES&H assessments/inspections during construction; knowledge of hazardous materials and mitigation methods.
• Assist project and construction management in implementing and complying with project safety requirements; coordinate with other functional leads on ES&H compliance.
• Participate in meetings to advise on safety requirements affecting project schedule.
• Provide technical support to construction supervision and subcontractors in planning and executing field activities per project safety requirements.
• Conduct ES&H assessments/inspections of construction activities to monitor compliance with ES&H requirements, laws, and the project plan.
• Report opportunities for improvement and verify corrective actions to mitigate issues (e.g., dropped object prevention).
• Lead and participate in incident investigations, prepare Initial Incident Notifications, conduct investigations, and complete Incident Investigation Reports.
