JOB PURPOSE: As part of Washington State's response to the Trueblood settlement, the OCRP Subject Matter Expert delivers services under the Outpatient Competency Restoration Program. The SME uses the Breaking Barriers C.O.R.E. curriculum to support participants in restoring legal competency and coordinates care with internal and external partners to ensure wraparound services are in place. The SME also assists participants in securing needed resources and services to help them remain in the community and reduce barriers to program engagement.

Essential Duties and Responsibilities Participant Support and Curriculum Delivery
  • Facilitate group and individual sessions using the Breaking Barriers C.O.R.E. curriculum.
  • Address barriers to competency including courtroom knowledge, symptom management, communication with legal teams, and coping skills.
  • Support individualized treatment plans developed by clinicians at program intake.
  • Maintain an individualized service plan that includes each participant's barriers to competency and assigned interventions.
  • Conduct ongoing assessment of participants' barriers to competency and adjust support strategies as needed to promote progress.
  • Deliver in-person or telehealth services to participants in and outside of the service area.
  • Assist participants in securing resources and services that support their ability to remain in the community and reduce barriers to engagement within the program.
  • Promote service delivery that fosters engagement, resilience, and functional skills to help participants succeed in legal proceedings and community living.
Care Coordination
  • Coordinate care with Forensic Navigators, FPATH, FHARPS, and other Trueblood system partners.
  • Coordinate with criminal legal system stakeholders to streamline referral and service engagement pathways.
  • Assist with identifying and addressing practical barriers such as transportation, housing, and access to services that support successful community participation.
  • Ensure no duplication of behavioral health services and that client needs are met holistically.
Administrative and Collaborative Responsibilities
  • Maintain timely and confidential documentation per agency and HCA guidelines.
  • Submit weekly participant status updates to the court and DSHS to ensure timely communication on progress and engagement.
  • Submit data to required reporting systems including Navigator Case Management.
  • Attend OCRP administrative meetings and learning collaboratives.
  • Communicate concerns regarding potential violations of court orders to the Forensic Navigator.
  • Track participant attendance and engagement to support reporting, compliance, and care coordination.
  • Work collaboratively with the OCRP team to reduce engagement barriers and ensure participant success.
  • Maintain familiarity with and handle client information in accordance with Federal Regulations (42 CFR, Part
    2), the Revised Code of Washington (RCW 71.05.390 and RCW 71.24), and other applicable laws pertaining to confidentiality of client and staff information.
Secondary Duties and Responsibilities
  • Perform relevant clinical and administrative tasks according to agency policies.
  • Demonstrate proficiency in utilization of the Agency's electronic medical record system.
  • Participate in team meetings and program development.
  • Provide information and education to community members.
  • Maintain high standards of professional conduct in interaction with clients, staff, and other community members.
  • Maintain professional competence through professional development and in-service training.
  • Demonstrate flexibility in adapting to changing work demands.
  • Performs other duties as assigned or requested.

  • Maintain accurate, timely chart information in compliance with funding sources while also meeting agency quality assurance guidelines.
  • Meet attendance and punctuality standards necessary for effective program operations.

  • Coordinate and prioritize work assignments so that tasks are completed on time and in a quality manner.
Required Education, Licenses, Certifications, and Experience

Education: Bachelor s Degree in Behavioral Science or related field

Licensure: Agency Affiliated Counselor Registration (with agency assistance)
