Job Summary
The role of Quality Outcomes Business Partner within the NHS Wales Joint Commissioning Committee (NWJCC) involves driving excellence in commissioning healthcare services in Wales. The successful candidate will provide leadership and direction to staff working within the NWJCC, embedding quality principles across Ambulance and 111, Mental Health, Learning Disabilities and Vulnerable Groups, and Specialised Services.
Key Responsibilities- Provide leadership for the Commissioning Assurance Framework and ensure maintenance of professional standards.
- Negotiate with stakeholders and providers, disseminating highly complex, sensitive and contentious information in an emotional and antagonistic environment.
- Develop and maintain positive relationships with local partner agencies, health boards, trusts, provider organisations, service users and carers.
- Embed within the multi-disciplinary Commissioning Team, understanding inter‑relationships and contributing to service commissioning within the delegated portfolio.
- Present complex information to large groups through conferences, workshops or forums.
- Use information and intelligence to judge the quality and effectiveness of commissioned services.
- Communicate potentially controversial or sensitive information about provider performance, including safeguarding concerns.
- Make autonomous decisions regarding monitoring of national frameworks and make recommendations based on audit results on behalf of NHS Wales.
- Propose, generate and implement policies for commissioning within the delegated portfolio.
- Qualified nurse or paramedic with evidence of national portfolio understanding.
- Experience in commissioning services, including delivery of commissioned services.
- Knowledge of national commissioning frameworks and quality standards.
- Experience with Welsh health policy and governance.
- Welsh language skills – Level 3 Speaking/Listening (B1) desirable.
- Strong interpersonal and negotiation skills.
- Ability to engage diverse and opposing stakeholders.
- Autonomous decision-making and analytical thinking.
- Excellent communication and presentation skills.
