The RoleThe Contracts Advisor supports the promotion and execution of robust contract management processes and procedures across Transport for Wales (TfW) by providing support to contract owners and contributing to the ongoing evaluation of contract performance to ensure that commercial and contract risks are being managed and mitigated effectively.
Role responsibilities- Provide day to day contract management administration by inputting and maintaining data accuracy into various systems to ensure the team and contract owners have all the appropriate data required to support and enable informed decisions, and monitor spend against budgets and contracted values.
- Perform regular analysis of the contract management Power BI dashboard suite by interpreting the data and proactively identifying exceptions that pose commercial and financial risk and acting on those exceptions in a timely manner to mitigate the risk.
- Responding to contract queries from contract owners by providing advice relating to contract management activities, assist in tracking and addressing budget consumption, and provide support for non-complex performance issues with suppliers to ensure timely resolutions.
- Drafting contract changes (excluding Infrastructure and Grant Agreement) for review by the Contract Manager by liaising with contract owners to identify requirements and justify the change and collating all necessary commercial information and financial approvals to ensure changes are commercially binding.
- Performing quarterly 24-month lookaheads on contracts by identifying expiring contracts and discussing the need/rights to extend and reprocure goods/services/works with contract owners to ensure there are no gaps in provisions and future budget requirements are addressed early.
- Extraction of key contract obligations, milestones, and dates by reviewing contracts and identifying the relevant information required and providing hands on support and guidance to contract owners to help them ensure and validate that all parties are complying with contract terms and conditions.
- Verify the validity of contract risk assessment ratings by monitoring the dates on which ratings were first/last recorded, circulating risk assessments back to contract owners for rework, and recording updated ratings and dates on the central register to ensure that the risk profile of TfW's contract portfolio remains accurate.
- Setting up and maintaining the Buyer Group process in Microsoft Dynamics by creating the buyer group record and ensuring this is linked to an awarded contract to enable financial transactions to be directly linked to the contract and cumulative spend monitored.
- Support department by maintaining policies, processes, and procedures to ensure governance and standardisation of activities.
- Demonstrable experience of managing or working with contracts in a commercial, procurement or supply chain environment.
- Demonstrable experience of working collaboratively with a variety of parties to deliver successful business outcomes.
- Effective communicator, able to present and explain options to others, and confidently respond to queries or challenges.
- Experience of analysing data to interpret information and identify trends.
- Experience of using databases to input and interrogate data on Microsoft Excel.
- Experience of building and maintaining good relationships with internal and external stakeholders.
While not essential for this role, Welsh language skills would make a great addition to your application.
