Basic
Purpose:
Positions in this job family perform planning, supervising, and technical work in transportation, including research, design, survey, environmental studies, bid lettings, construction, maintenance, project management, and related tasks.
- Sampling and testing of materials for highway construction and maintenance; plant inspections and material certification
- Surveying grade and alignment of highways; collecting statistics and documentation about the state highway system
- Conducting traffic studies to assist transportation system improvement decisions
- Developing bid proposals, incorporating revisions, and disseminating information to contractors and industry during bid let progress
- Inspecting, reviewing, and overseeing contractors, consultants, or utility relocations associated with construction projects, ensuring compliance with plans and contracts, and preparing progressive and final estimates
- Planning and reviewing transportation system functions for rail, public transportation, waterways, and highways; determining service levels and future needs; assessing social, economic, and environmental impacts
- Performing real estate duties: property appraisal, acquisition, relocation assistance; preparing plans and reports for right-of-way projects
- Auditing research programs, right-of-way plans, data support for planning decisions, reliability of surveys, and accuracy of construction documentation
- Supervising employees in any area of transportation work
Level II: Incumbents perform full technical tasks including surveying, research, planning, highway construction inspection, materials sampling/testing. Responsibilities may span all transportation work areas.
Level I: Incumbents perform entry-level technical work in a training status, using standardized procedures for surveying, research, planning, highway construction inspection, data collection, and materials sampling/testing. Responsibilities may span all transportation work areas.
Knowledge, Skills, Abilities and CompetenciesLevel II: Requires knowledge of geometry, algebra, laboratory equipment, construction materials, English, construction methods, survey procedures, plans, specifications, and transportation planning principles. Must measure distance, collect data, operate computers, transportation equipment, check survey instruments, interpret plans, calculate areas and volumes, and perform laboratory tests according to procedures.

Education and ExperienceLevel II: One year of transportation related work experience or equivalent combination of education and experience (two college courses in mathematics, natural science, engineering, or related field).
Level I: No formal education or experience requirement.
Special RequirementsPossession of a valid driver’s license and willingness and ability to travel as necessary. Some agencies may require a physical abilities demonstration and/or registration or certification in a designated profession.
