Application Project Manager

Oakland County, MI (Local / Hybrid Preferred)

Monday – Friday | Standard Business Hours

• Plan, manage, and deliver application-focused IT initiatives for county departments and agencies
• Lead implementations and integrations of COTS and SaaS vendor solutions
• Manage development and enhancement of internally built line-of-business applications
• Own project scope, schedule, budget, risks, and quality
• Actively manage day-to-day project tasks and deliverables
• Coordinate and lead 4–8 technical and business team members
• Work closely with vendors, stakeholders, Purchasing, and Legal teams
• Support RFI/RFP processes, including requirements development, vendor engagement, evaluation support, and transition to implementation
• Develop and maintain project documentation including requirements, test plans, and implementation plans
• Ensure adherence to established technical, security, and governance standards
• Build and maintain strong customer relationships with county departments and agencies

• 5+ years of experience as an Application or IT Project Manager
• Proven experience managing application development, COTS, and SaaS implementations
• Strong understanding of Waterfall, Agile, and Hybrid delivery methodologies
• Hands-on experience with:
  • Microsoft Office
  • Microsoft Teams
  • Share Point
  • Clarity PPM
  • Azure Dev Ops
• Experience working in hybrid cloud and on-prem environments
• Familiarity with application integrations, APIs, and data exchanges
• Experience supporting vendor procurement and RFI/RFP processes
• Strong communication, documentation, and stakeholder management skills
• Prior government or public sector (SLED) experience preferred
