DEFINITIONTo perform a variety of routine duties in the Utility Billing Department including operating a multi-line telephone, providing administrative and clerical support, inputting and accurately processing billing information; to provide customer service to the citizens of Ponca City and to perform a variety of technical tasks to assigned area of responsibility.
DISTINGUISHING CHARACTERISTICSEmployees are assigned a variety of clerical accounting duties involving the collection of utility payments and payments for other City departments. Employees perform a wide range of technical tasks with accuracy and consistency, maintain a high level of customer service, and operate within established financial procedures to ensure proper handling, posting, and reconciliation of all transactions.
SUPERVISION RECEIVED AND EXERCISEDReceives direct supervision from the Utility Billing Manager.
ESSENTIAL AND MARGINAL FUNCTION STATEMENTSEssential Functions:
- Greet customers and direct to appropriate departments; respond to general billing inquiries and complaints in a courteous and professional manner.
- Perform daily cash-handling responsibilities including reconciling account/transaction totals and following established cash-control procedures to ensure accuracy and accountability.
- Accept payments from customers and internal departments in various forms, accurately record each transaction in appropriate platform(s) ensuring proper documentation and reconciliation of all payment activity while adhering to established payment-handling procedures.
- Multitask effectively while providing customer support by managing a multi-line phone system, answering utility billing inquiries, directing callers to appropriate departments, taking accurate messages, and processing secure over-the-phone payments.
- Maintain customer confidentiality throughout all interactions and processes, ensuring sensitive account and payment information is protected.
- Assist with cross-functional departmental duties as needed, providing support across teams to ensure smooth operations and continuity of service.
- Maintain a variety of records, files, and reports.
- Must have acceptable attendance and the ability to work well with other people.

Marginal Functions:
- Assist with sorting and distribution of mail.
- Perform related duties and responsibilities as required.
- Provide back-up departmental relief when necessary.
- Modern office procedures, methods and computer equipment.
- Clerical account keeping practices.
- Principles of financial record keeping and reporting.
- English usage, spelling, grammar and punctuation.
- Basic mathematical principles.
- Alphabetical and numerical filing systems.
- Operate a multi-line phone system and a variety of office and computer equipment in a safe and effective manner.
- Ability to multi-task effectively.
- Maintain neat, clean and safe work area.
- Learn and perform general utility billing functions.
- Learn basic operations of the City of Ponca City.
- Respond to requests and inquiries from the general public.
- Understand and follow oral and written instructions.
- Communicate clearly and concisely in a professional manner, both orally and in writing.
- Establish and maintain effective working relationships with those contacted in the course of work.
- Work independently in the absence of supervision.
- Maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include the following:
- Walking, standing or sitting for extended periods of time
- Operating assigned equipment.
- Maintain effective audio-visual discrimination and perception needed for:
- Making observations
- Communication with others
- Reading and writing
- Operating assigned equipment
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience- One year of multi-line phone system or customer service experience is desirable.
- One year of increasingly responsible billing, accounting, or customer service experience.
- Must have a minimum of a high school diploma or GED.
- None required.
- Work in an office environment utilizing a multi-line phone system and computer; sustained posture in a seated position, standing or walking.
