Fleet Operations Manager

Work is performed under the direction of the Public Works Director or designee. Responsible for the administration, maintenance, repair, utilization, lifecycle management, and replacement planning of the City’s fleet of vehicles and equipment, including specialized public safety and emergency response assets such as fire apparatus, rescue units, command vehicles, ambulances, and other emergency vehicles and equipment. These units operate under mission-critical readiness requirements and unique regulatory, safety, and performance standards that differ from typical municipal fleet operations.

This includes oversight of preventive maintenance, unscheduled repairs, fuel systems, data tracking, and compliance with applicable regulations. This is an essential position; the incumbent will be required to work extended hours during climatic weather-related events or other emergencies.

• Analyzes and oversees daily fleet preventive maintenance programs and unscheduled repairs.
• Oversees and utilizes automated fleet management systems and data analytics to support operational and strategic decision-making.
• Develops and manages data tracking and reporting methodologies.
• Writes vehicle and equipment specifications for the bid process and annual replacement program.
• Evaluates fleet lifecycle costs, replacement cycles, and utilization to optimize efficiency and cost control.
• Controls fuel procurement and oversees the City’s automated fuel dispensing systems for vehicles and equipment.
• Establishes and enforces procedures to ensure compliance with OSHA, Federal, State, County, and City regulations.
• Responds to and resolves daily operational issues, emergencies, questions, requests, and interruptions related to fleet operations.
• Generates and reviews daily, weekly, monthly, and annual operational, performance, and financial reports.
• Prepares customized fleet reports as requested by departments and executive management.
• Assists in the development, monitoring, and administration of the fleet operating and capital replacement budgets.
• Supervises, directs, plans, and conducts annual performance evaluations for all Fleet Maintenance Division personnel.
• Promotes a culture of safety, accountability, and continuous improvement within the Fleet Maintenance Division.
• Evaluates the utilization of vehicles and equipment assigned to departments for possible reassignment or removal from service.
• Reviews operational requirements of vehicles and equipment scheduled for replacement and recommends appropriate specifications.
• Monitors and reports on progress toward division strategic plan goals, initiatives, and objectives.
• Coordinates with Risk Management to designate extensively damaged vehicles as total losses and orders replacement vehicles as required.
• Assists the Procurement Services Department in administering on-site City auctions and online vehicle auctions.
• Performs related work as required by the Public Works Director or designee.

• Bachelor’s degree from an accredited college or university in Business Administration or a related field is preferred

• Five (5) or more years of experience in automotive repair operations
• At least three (3) years of supervisory experience
• A comparable combination of education, training, or experience may be substituted for minimum qualifications.

• Valid Florida Driver’s License
• Professional certifications related to fleet management, public works, or automotive maintenance (such as CAFleet, CPFM, or ASE) are desirable.

• Strong knowledge of fleet maintenance operations and repair practices
• Understanding of safety standards, occupational hazards, and regulatory compliance
• Proven supervisory and team leadership skills
• Ability to develop maintenance schedules, systems, and operational procedures
• Experience with cost estimation, budgeting, and reporting
