The Grounds Operations Manager plans, directs, and oversees the maintenance, landscaping, and development of City-owned parks, grounds, and related facilities. This role provides leadership for grounds operations, manages staff and resources, supports long‑range planning and budgeting, and ensures City properties are safe, functional, and visually appealing. This is an essential position requiring availability during emergencies and weather‑related events.
- Plan, organize, and supervise grounds maintenance and landscaping for City parks, facilities, beaches, and recreational areas
- Manage staff, including assigning work, evaluating performance, and supporting employee development
- Oversee inventory control, equipment maintenance programs, and irrigation system installation and repairs
- Supervise the City nursery and grounds planting operations
- Coordinate pesticide, herbicide, and fertilizer application in compliance with regulations
- Prepare and manage division budgets; monitor and approve expenditures
- Participate in long‑range planning, strategic initiatives, and benchmarking efforts
- Recommend operational improvements, new equipment, facilities, and technology
- Coordinate with landscape architects on the design and installation of new facilities
- Ensure compliance with safety standards, environmental regulations, and City policies
- Maintain accurate records, reports, and performance data
- Respond to emergencies and perform related duties as assigned
- Bachelor’s degree in Management, Horticulture, Landscape Architecture, Urban Forestry, or a related field OR
- Associate degree in a related field with extensive experience in the field of turf and equipment maintenance, with some experience in a supervisory capacity.
- Minimum of two (2) years of professional experience in grounds, landscaping, or turf maintenance
- Supervisory experience strongly preferred
- A comparable combination of education, training, or experience may be substituted for minimum qualifications.
- Valid Florida Driver’s License
- Knowledge of grounds maintenance practices, equipment, plants, and irrigation systems
- Working knowledge of pesticides, fertilizers, and applicable safety and environmental regulations
- Strong leadership, supervisory, and team‑building skills
- Ability to plan, prioritize, and manage multiple projects and resources
- Effective written and verbal communication skills
- Proficiency in recordkeeping, reporting, and basic computer applications
- Commitment to ethical conduct, public service, and workplace diversity
- Ability to communicate effectively and operate standard office equipment
- Capability to perform physical activities, including standing, walking, bending, climbing, lifting, and working in outdoor environments
- Ability to navigate uneven terrain, construction areas, ladders, and trenches

Monday – Thursday, 7:00 am – 6:00 pm.
