The Resident Engineer will oversee construction managers, office engineers, inspectors, contractors and activities related to planning, inspection, and design reviews of construction and maintenance projects. The role requires an experienced leader capable of balancing multiple responsibilities and concurrent activities. The Resident Engineer will be an expert in the field, understanding customer needs and project goals to enhance service and safety, and staying current on the latest technologies to develop practical solutions for the rail network.

• Self-manage and lead project teams
• Perform FRA mandated inspections
• Manage and train office engineers and other supporting staff
• Manage railroad state of good repair infrastructure projects
• Develop inspection reports
• Manage project budget and schedule for rehabilitation projects
• Develop Long-Range Plans for State of Good Repair (SGR) improvements
• Provide constructability reviews and analyze construction phasing from the railroads’ perspective
• Communicate effectively with contractors and railroad managers
• Read and understand construction and phasing plans
• Provide sound and economical solutions to structures facilities issues
• Conduct inspections as required
• Develop capital and maintenance work projects to reduce risks in railway operations
• Prioritize site interventions based on inspections, monitoring, and risk assessments
• Verify quantities of materials received or used
• Review submittals, RFIs, and pay applications
• Verify distances to ensure accuracy of dimensions of installations and layouts
• Prepare daily and weekly reports
• Demonstrate proficiency in railroad inspection, maintenance, and rehabilitation
• Balance multiple responsibilities and concurrent initiatives
• Other duties as assigned to meet business needs

• Expert understanding of customer needs and project goals to enhance service and safety, with awareness of current technologies
• 10 years of experience managing State of Good Repair projects for commuter, passenger, or Class 1 railroad
• 10 years of experience as a Resident Engineer or assistant Resident Engineer
• Ability to apply logical thought processes and organize resources to solve issues and meet commitments
• Strong decision-making and opportunity-seizure aligned with business objectives
• Proven ability to satisfy internal and external customer expectations and develop customer partnerships
• Proficiency with electronic communications (email, text) and standard office applications (Microsoft Office Suite)

• Bachelor’s degree in Construction Management, Civil Engineering, or related field, or 10 years of equivalent field experience
• PE or ability to obtain PE within 1 year, or Certified Construction Manager (CCM)
• Minimum 10 years of railroad construction experience
• Proficiency in Microsoft Office, Bluebeam

• Civil construction experience
• Ability to assess jobsite risks, hazards, and enforce contractor compliance with mitigation plans
• Ability to review and understand project-specific design plans
• Familiarity with Construction Project Schedules
• Proficiency with electronic communications (email and text) and standard office applications
