PCN Finance Manager

We are seeking a motivated and organised Finance Manager to join our friendly Primary Care Network (PCN). This is a part-time role (20‑25 hours per week/3 days), with flexibility on days for the right candidate. This is not a remote working position; the candidate will be required to work from the office.

Key responsibilities include:

  • Day‑to‑day bookkeeping and financial management of the PCN.
  • Use of Sage/Xero for financial record‑keeping.
  • Cash Flow Management.
  • Preparation of financial reports to support PCN Board members in decision‑making.
  • Processing invoices, payments, and reconciliations.
  • Payroll and pension administration.
  • Liaising with external accountants and stakeholders where required.

  • Knowle House Surgery
  • Lisson Grove and Woolwell Medical Centre
  • North Road West Medical Centre
  • Roborough Surgery

Working collaboratively across these sites, we deliver high‑quality, patient‑centred care through a strong multidisciplinary team that includes clinical pharmacists, first‑contact physiotherapists, care coordinators, social prescribers and pharmacy technicians.

As a growing organisation, we place great emphasis on strong governance, financial sustainability, and effective operational delivery. The Finance Manager will play a key role in ensuring our resources are managed efficiently to support ongoing service development and innovation across the PCN.

Job responsibilities
  • Manage all PCN finances, support the PCN in maximising income and reducing expenditure.
  • Accurately monitor cash flow, forecast and predict workflow corresponding to income.
  • Review all income and expenditure statements, identifying any inaccuracies and rectifying any issues.
  • Ensure invoices are approved appropriately and paid within the given time frame.
  • Maintain an effective system for the handling of petty cash, payments and banking.
  • Liaise with the PCN's accountants regarding VAT, year‑end accounts and related queries.
  • Manage and oversee the organisation's pension scheme, retaining accurate records.
  • Payroll processing and related compliance.
  • Approve the ordering of PCN supplies (clinical and non‑clinical) ensuring that robust processes are in place.
  • In conjunction with other members of the senior management team, manage and submit timely claims for enhanced services and other contract and PCN private income.
  • Prepare and present accurate monthly financial reports including income statements, balance sheets, and cashflow statements to senior management and partners as and when required.
  • Balance sheet reconciliations.
  • Presentation of monthly financial reports to a high standard.
  • Ensure effective financial controls are in place and processes are adhered to.
  • Understand and brief the management team on the financial implications of contract and legislation changes affecting the organisation.
  • Maintain an effective working relationship with the ICB, ensuring the organisation receives a proportionate and equitable allocation of resources.
  • Develop and manage budgets and provide forecasts to guide strategic planning. Explain any variances to budgets and advise on corrective action.
Secondary responsibilities
  • Act as the primary point of contact for finance‑related matters with the five GP practices, the NHSE, the ICB and the PCN's accountant.
  • Attend and actively participate in PCN management meetings.
  • Attend any external meetings pertinent to the role of Finance Manager.
