Position Overview

The Supply Chain Manager II will play a key leadership role in supporting the subcontract management function for the MST Business Area. This position goes beyond traditional subcontract administration by incorporating team leadership, cross‑functional collaboration, and legal compliance at the highest standards. The focus of this role includes supporting systems and sensors integration, aircraft modification programs, and software agreements with potential licensing requirements.

The ideal candidate will manage strategic supplier relationships, provide mentorship to team members, and ensure regulatory and auditing compliance critical to program success. As a Subject Matter Expert (SME) in subcontract management, the Supply Chain Manager II will oversee innovative procurement strategies, mitigate program risks, and uphold technical and contractual performance standards to help deliver MST’s mission of affordable, turn‑key solutions across multi‑domain platforms.

Role Contributions

In addition to managing a subcontract team, this role encompasses ensuring strict compliance with legal and government requirements, developing acquisition strategies, and driving measurable program efficiencies. Success in this position relies on strong leadership skills, deep expertise in subcontract management, and effective communication and collaboration across stakeholders and functions.

Responsibilities
  • Lead a team of Subcontract Administrators (SCAs) and Subcontract Managers (SCMs), overseeing the entire life cycle of a subcontract from sourcing and acquisition strategy through solicitation, negotiation, award, cost and schedule management, subcontractor execution, and closeout.
  • Support a diverse customer base, including the Department of Defense, U.S. Federal Government, commercial, and international government customers, across a range of technology and service areas.
  • Manage and mentor a team of Subcontract Administrators and Subcontract Managers, fostering accountability, collaboration, continuous improvement, and individual contributor development. Provide guidance and problem‑solving on complex subcontract issues as the team’s SME. Ensure training in best practices, technical requirements, and compliance.
  • Serve as the Subcontracts Representative for cross‑functional engagements, working closely with Contracts, Engineering, Program Management, Operations, Quality, Logistics, Finance, and Regulatory Compliance teams to align with program objectives.
  • Ensure compliance with FAR, DFARS, ITAR, EAR, and Prime contract flow‑down requirements. Provide oversight during internal and external audits, including DCMA Contractor Purchasing System Review audits, and support procurement compliance, including import/export (EAR/ITAR), Technical Assistance Agreements, intellectual property data rights, and cybersecurity considerations.
  • Manage subcontractors involved in systems and sensors integration, aircraft modifications, and software licensing agreements, ensuring technical compliance and delivery against cost, schedule, and quality requirements. Review complex Subcontractor Statements of Work, securing clarity in scope, milestones, deliverables, and quality standards. Collaborate with engineering teams to resolve ambiguity and align technical expectations.
Qualifications You Must Have
  • Bachelor’s Degree in a related field; typically 8+ years of progressive supply‑chain experience, including 4+ years of management experience.
