* Direct hire/full time role with Hybrid work schedule (1 remote day per week; can also work a 9/80 schedule, with every other Friday or Monday off)

We are seeking an experienced Hydraulics & Hydrology (H&H) Permitting Manager to lead hydrologic, hydraulic, and environmental permitting efforts for transportation projects. This is a senior-level technical and leadership role supporting teams across multiple offices, with responsible charge over analyses, reports, and permit deliverables.

Depending on the location of the successful candidate, this role may be filled in Pittsburgh, Harrisburg, or Philadelphia.

What You'll Be Doing:

* Serve as Work Group Leader for H&H analyses and permitting tasks across all offices

* Provide responsible charge for the development, review, and approval of hydrologic and hydraulic models (existing, temporary, and proposed)

* Lead preparation and review of H&H technical reports, including exhibits; sign and seal final deliverables

* Oversee development, assembly, and review of environmental permits, including EXX-9999 Maintenance permits, General Permits (GPs), Joint Permit Applications (JPAs), and NPDES permits; sign and seal final submissions

* Review calculations, drawings, and figures for quality, completeness, and technical accuracy

* Participate in project site visits, project status meetings, and public meetings as needed

* Mentor and develop technical staff; lead training initiatives and knowledge-sharing efforts

* Assist with proposal development, scopes of work, and staffing/resource estimates

* Monitor project performance related to quality, schedule, and budget

* Stay current with evolving design technologies, engineering software, and industry best practices

* Perform other related duties as assigned

What You Bring:

* Strong knowledge of transportation project development, including scoping, preliminary engineering, and final design

* Working knowledge of PennDOT, PA Turnpike Commission, PA DEP, USACE, Conservation Districts, and related reviewing agency standards and procedures

* Familiarity with FEMA requirements and Act 167 Stormwater Management Plans

* Experience with hydrologic modeling tools such as WMS, HEC-1 / HEC-HMS, and TR-55

* Experience with hydraulic modeling tools such as HEC-RAS, HEC-2, and HY-8 (2D H&H modeling experience with SRH-2D / SMS is a plus)

* Knowledge of KEES (Keystone Environmental ePermitting System), On-Base, or similar permitting platforms

* Ability to develop staff resource estimates and manage workloads

* Strong leadership, mentoring, and communication skills

* Ability to produce clear, well-written technical reports, specifications, and proposals

Education & Experience:

* BS in Civil Engineering or related discipline

* Active Professional Engineer (PE) license

* Minimum of 8 years of progressively responsible experience on transportation projects involving H&H analyses and permitting
