CENTRAL SD COMMUNICATIONS CENTER MANAGER

The City of Pierre seeks a passionate individual to join our team in making Pierre one of the best places to live, work, and visit. We are looking for a Manager who will be responsible for the overall operation, planning, development and administration of the Center South Dakota Communications Center which is responsible for communication with all public safety personnel in central South Dakota.

JOB SUMMARY

This position is responsible for managing the operations of the Communications Center.

MAJOR DUTIES
  • Oversees the day-to-day operations, activities, and personnel of the Communications Center; ensures compliance with established guidelines, policies, and procedures; ensures that appropriate staffing levels are maintained; prepares and conducts staff briefings; researches and approves staff training; purchases supplies and maintains inventory, including uniforms.
  • Manages the training and supervision of staff, including employee relations; prioritizes and assigns work; monitors and reviews leave requests.
  • Recruits, interviews, processes, and recommends applicants for hire.
  • Advises staff on difficult issues and makes decisions on exceptional situations.
  • Ensures the operational readiness of equipment related to the 911 emergency telephone system, Next Gen 911 integration, user and affiliated radio systems, and the computer aided dispatch (CAD) system; maintains the Main Page Informational Intranet database.
  • Makes minor repairs to communications systems, including phone lines, 911 lines, radio consoles, weather alert siren systems, CAD, camera monitoring systems, etc.; troubleshoots and analyzes problems and makes referrals to appropriate sources of service; serves as point-of-contact for vendors.
  • Prepares information, documentation, and audio recordings subpoenaed by the court; manages the proper storage, update, and release of police records and associated files.
  • Assists dispatchers with difficult and complex calls; dispatches calls as required.
  • Conducts quality assurance reviews of calls and dispatches; documents and reviews findings with staff.
  • Responds to complaints regarding dispatch center operations.
  • Gathers and analyzes data to prepare a variety of regular and special reports.
  • Develops and implements communications center policies and procedures.
  • Assists in the development of strategic management plans and annual budgets.
  • Responds to after-hours emergencies and staffing issues as needed.
  • Performs CAD administration functions; creates and updates varied data sets.
  • Administers and oversees the dispatch training.
  • Prepares grant applications and manages approved funding.
  • Enters and retrieves information from local, state, and national computerized databases.
  • Attendance is an essential function of this position.
  • Performs related duties.
KNOWLEDGE REQUIRED BY THE POSITION
  • Knowledge of 911, radio, and computer aided dispatch operating principles.
  • Knowledge of local, state, and federal laws and regulations governing radio and 911 systems.
  • Knowledge of personnel management principles.
  • Knowledge of budget management principles.
  • Knowledge of NCIC regulations.
  • Knowledge of departmental policy and procedures.
  • Knowledge of departmental functions, programs, and services.
  • Knowledge of computers and job-related software programs.
  • Skill in the analysis of problems and the development and implementation of solutions.
  • Skill in thinking clearly and calmly in emergency situations.
  • Skill in training and supervising personnel.
  • Skill in oral and written communication.
SUPERVISORY CONTROLS

The Police Captain assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.

GUIDELINES

Guidelines include the city code, South Dakota Codified Law, NCIC guidelines, and FCC rules and regulations. These guidelines require judgment, selection and interpretation in application.

COMPLEXITY/SCOPE OF WORK
  • The work consists of varied supervisory and emergency communications duties. The necessity of responding to emergency situations contributes to the complexity of the position.
  • The purpose of this position is to supervise and participate in Communications Center operations. Success in this position contributes to the efficient and effective response to emergency situations.
