Human Resources Manager
Job – Office of the Attorney General – Pierre, South Dakota – Salary $65,000 to $87,000 (GSJ) – Full time – Opening until filled.
The South Dakota Office of the Attorney General seeks a highly motivated and experienced Human Resources Manager to oversee all HR functions for a dynamic, mission‑driven organization. The role supports legal and criminal justice professionals and staff by ensuring compliance, fostering a positive workplace culture, and managing essential HR operations.
Responsibilities- Lead HR functions statewide, supporting employees with personnel needs, policy interpretation, and problem resolution.
- Oversee recruitment activities, administer onboarding programs, and conduct new employee orientations to ensure smooth transitions.
- Implement and maintain HR policies and procedures to ensure compliance with federal and state employment laws (ADA, FMLA, FLSA, EEOC, Workers' Compensation). Conduct workplace investigations and respond to employee relations issues.
- Evaluate reclassification requests, salary adjustments, and pay grade changes; maintain equitable pay practices.
- Handle employee relations matters, including disciplinary actions, grievance procedures, and performance management issues; provide guidance to supervisors on personnel policies and procedures.
- Coordinate training programs, including mandatory compliance training and professional development workshops.
- Manage employee benefits inquiries, assist employees in understanding state‑administered program options, process and track FMLA and other leave requests, coordinate workplace accommodations, and serve as liaison with the Bureau of Human Resources and Administration on benefits matters.
- Process payroll, ensuring accurate and timely payment to all employees in compliance with state regulations; maintain the time‑keeping system, review timesheets, and generate payroll reports.
- Maintain accurate and confidential personnel files in accordance with records retention requirements.
- Ensure confidentiality and integrity in all HR processes.
- Bachelor’s degree in Human Resources, Business Administration, or related field (Master’s degree or HR certification preferred).
- Minimum of 3-5 years of progressive HR experience; public sector experience is a plus.
- Strong knowledge of employment law, ADA, FMLA, and HR best practices.
- Excellent communication, problem‑solving, and organizational skills.
- Ability to work independently and collaboratively in a fast‑paced environment.
This position is exempt from the Civil Service Act and is eligible for Veterans' Preference. Successful applicant(s) will undergo a background investigation, abuse and neglect screening, and drug screening.
