The Department of Economic Security, Division of Developmental Disabilities (DDD), is seeking an experienced and highly motivated individual to join our team as a Housing Coordinator. This role independently evaluates complex federal and state housing requirements, interprets policy, and resolves escalated housing barriers for DDD members through systems-level problem solving, including multiple entities and programs such as health plans, property managers, Person Centered Service Plan (PCSP) teams, and Qualified Vendors.

DDD provides individuals with developmental disabilities, and their families, services and supports that are flexible, high-quality, and member-driven. These services provide individuals with opportunities to exercise their rights and responsibilities of independent decision-making and engagement in the community.

Applicants for this position cannot be licensed or certified by the DDD Office of Licensing, Certification and Regulation, cannot have a principal interest in or have a spouse or close family with a principal interest in a DDD Qualified Vendor Agreement, and cannot be employed or subcontracted by a DDD Qualified Vendor.

Job Duties
  • Receives, reviews, analyzes, and interprets bi-weekly and monthly housing data from ABC, AHCCCS, and Solari. Cross-references data to internal systems. Identifies housing availability, eligibility, risks, barriers, and needed action steps. Provides requests to teams to explore different housing referrals. Ensures housing assessments are completed and reported to AHCCCS.
  • Advocates for members directly with landlords, property managers, developers, and leasing agents to ensure tenancy stabilization. Negotiates solutions such as mutual rescissions (in lieu of evictions), payment plan arrangements, balance elimination, and reasonable accommodations to prevent housing loss within the property's time frames. Provides community resources to households to resolve housing and basic needs issues.
  • Ensures compliance with HUD 811, Mainstream, LIHTC, ADOH, Tenant Selection Plan, and AHCCCS requirements.
  • Evaluates complex application requirements and independently determines what documentation is needed for housing eligibility across programs and subsidies, and determines eligibility for each.
  • Updates and educates SCs, health plans, justice system liaisons, and behavioral health partners, and continues to assist and track housing and report to AHCCCS for each unhoused member until their housing instability is resolved.
  • Reviews property forms to ensure compliance with program standards, and problem-solves with properties. Review and analyze member referrals to determine which programs and properties the household is eligible for using HUD occupancy standards, Income limits, ADOH Rent Schedules, and the HUD Handbook.
  • Tracks information on housed and referred members. Calculates occupancy and vacancy rates, and reports in weekly metrics to DDD, Monthly metrics to ADOH, and Quarterly metrics to HUD.
  • Represents DDD Affordable Housing in statewide meetings and Continuum of Care meetings as required by our AHCCCS contract. Participates in inter-agency work groups to identify system-level barriers and solutions for housing access. Leads property meetings to review shared members and problem-solves any issues that arise, such as evictions, legal notices, disagreements, and/or rental balances.
  • Guides SC, families, and members through the collection, completion, and submission of required housing documents.
  • In person traveling to properties and meeting in person with members as needed.
