TITLE: Payroll Supervisor
CLASSIFICATION: District Office Administrator
REPORTS TO: Director of Human Resources
SUMMARY: The Payroll Supervisor will provide efficient, effective payroll services.
PERFORMANCE RESPONSIBILITIES:
1. Supervise, train, and provide leadership to Payroll Department staff; evaluate workflow and ensure high standards of accuracy, customer service, and confidentiality.
2. Provide ongoing training and guidance to payroll staff regarding District policies, procedures, Arizona school finance requirements, and applicable federal and state regulations.
3. Ensure prompt and accurate responses to employee inquiries regarding compensation, deductions, leave balances, and payroll discrepancies; oversee timely resolution of payroll issues.
4. Oversee the accurate and timely preparation and processing of biweekly payroll for all District employees in accordance with established deadlines and governing regulations.
5. Serve as a technical resource on payroll policies, procedures, and system functionality; interpret and apply District policy and applicable laws.
6. In coordination with the Benefits Department, ensure accurate processing and compliance of employee benefit and retirement deductions, including Arizona State Retirement System (ASRS) reporting.
7. Authorize and monitor the release of payroll data and reports in accordance with confidentiality requirements, public records laws, and District policy.
8. Oversee internal payroll audits; review payroll transactions and staff work to ensure accuracy, compliance, and proper internal controls.
9. Prepare, review, and submit required periodic reports to governmental agencies and other entities, ensuring compliance with federal, state, and local regulations.
10. Prepare payroll-related financial and analytical reports as requested by the Superintendent, Assistant/Deputy Superintendent, or direct supervisor.
11. Develop and maintain procedures for payroll recordkeeping, time sheet processing, reconciliation of payroll data, and internal controls.
12. Ensure timely and accurate processing of payroll adjustments, including retroactive pay increases, stipends, overtime, supplemental contracts, and voluntary and statutory deductions.
13. Oversee the accurate remittance of payroll deductions to appropriate agencies and vendors, including tax authorities, insurance carriers, credit unions, and other authorized recipients.
14. Supervise the secure distribution of employee pay warrants and/or direct deposit documentation, ensuring confidentiality and accuracy.
15. Identify, recommend, and implement improvements to payroll procedures, systems, and internal controls to enhance efficiency and data integrity.
16. Prepare quarterly, annual, and special project payroll reports as required.
17. Maintain payroll records in compliance with the Arizona General Records Retention Schedule and District policy.
18. Oversee preparation and submission of all payroll-related tax filings and reports to ensure compliance with Internal Revenue Service (IRS), Arizona Department of Revenue, and other regulatory agencies.
19. Participate in professional development, in-service training, and relevant workshops to remain current with payroll laws, school finance requirements, and best practices.
20. Perform other duties as assigned to support District operations.
EDUCATION: Bachelor's degree in business or accounting or related field and/or a combination of experience and training which provides the applicant with the knowledge, skills, and ability required to perform the work.
EXPERIENCE: A minimum of three-years supervisory experience in business, accounting, or payroll.
SKILLS/KNOWLEDGE/ABILITIES:
• Demonstrated specialized knowledge and ability to work with highly complex situations and procedures.
• Strong oral and written communication skills are required.
• A high level of English proficiency is required.
• Ability to communicate the department practices orally and in writing.
• Ability to use 10-key calculator with a high degree of accuracy and to use a computer for word processing, spreadsheets, and database systems.
• Ability to work with a high degree of accuracy and attention to detail.
• Ability to use independent judgment in setting priorities and making decisions.
• Able to use discretion in handling confidential information.
WORKING CONDITIONS: The working environment is the normal office setting.
TERMS OF EMPLOYMENT: Twelve-month year, District Office Administrator salary schedule, employee benefits in accordance with Board policies.
EVALUATION: Performance to be evaluated in accordance with Board policy on evaluation of classified staff.
