Regulatory Compliance Specialist
The Payroll Coordinator is responsible for processing accurate and timely payroll for field and office employees within an electrical contracting environment. This role requires experience with DBA structures
, multi-state payroll
, and certified payroll reporting for public works projects. The Payroll Coordinator ensures compliance with federal, state, local, and prevailing wage regulations while supporting accounting and project teams.
ACCOUNTABILITIES Payroll Processing
- Process weekly/bi-weekly payroll for union and non-union employees
- Manage payroll across multiple DBAs and entities as applicable
- Review and verify timecards, job codes, and labor allocations
- Calculate overtime, prevailing wages, shift differentials, per diem, and deductions
- Process new hires, terminations, pay rate changes, and garnishments
- Prepare and submit certified payroll reports (e.g., DIR, LCPtracker, eCPR, or similar systems)
- Ensure compliance with Davis-Bacon Act
, state prevailing wage laws, and public works requirements - Track fringe benefits, apprenticeship ratios, and classifications
- Respond to audit requests and compliance inquiries related to certified payroll
- Maintain payroll accuracy across multiple DBAs
- Ensure proper labor cost allocation by job, project, and entity
- Coordinate with accounting to reconcile payroll and job costing reports
- Maintain accurate payroll records in compliance with labor laws
- Ensure compliance with union agreements, tax regulations, and company policies
- Assist with payroll audits, workers’ compensation reports, and year-end processing (W-2s)
- Work closely with project managers, HR, and accounting teams
- Respond to employee payroll questions professionally and confidentially
- Assist with process improvements and payroll system updates
- 2+ years of payroll experience in construction or electrical contracting
- Hands‑on experience with certified payroll and prevailing wage projects
- Experience processing payroll for multiple DBAs or entities
- Strong knowledge of federal and state wage and hour laws
- Proficiency with payroll software and Excel
- Experience with union payroll
- Familiarity with payroll/job costing systems (e.g., ADP, Viewpoint, Foundation, Spectrum, Quick Books)
- Knowledge of multi‑state payroll regulations
- Certified Payroll Professional (CPP) or similar certification (a plus)
