Job Summary

Performs work within the Division of Public Health Licensing Services, Bureau of Behavioral Health Facilities Licensing. Assists with or determines the issuing of licenses to licensed facilities and providers, maintaining current licenses by ensuring compliance with all applicable regulations. Assists with or conducts initial and annual recertification/compliance inspections of health care institutions, sober living homes, and behavior-supported group homes regulated by the Department to determine compliance with regulations.

Oversees and/or reviews quality systems by tracking documents, corrective actions, and other quality data. Assists with or conducts advanced level investigations of the operation of a licensed facility or provider upon receiving a complaint or of an unlicensed facility. Performs services that require regulation. Corresponds with the regulated community or regulatory bodies, responds to technical questions from licensees, develops standards, and participates in rule making.

Prepares, assists, or reviews detailed investigative or inspection reports, statements of deficiencies, and correspondence regarding changes in a licensee’s status or other types of legal orders. Schedules inspections according to regulatory time frames. Participates in and/or leads staff, advisory committee, and/or stakeholder organization meetings. Provides technical assistance to providers and consumers. Collects and analyzes feedback from clients, develops standard and ad hoc reports, templates, dashboards, and other performance metrics.

Oversees training programs for new employees and generates training materials for internal/external stakeholders. Supervises and guides lower-level staff.

Job Duties
  • Supervises, directs, and provides guidance to lower-level staff.
  • Manage and direct subordinate staff (work assignments, priorities, hiring, discipline, training, leave approvals, evaluations).
  • Assist with or determine the issuing of licenses to licensed facilities and providers and ensure ongoing compliance.
  • Conduct initial and annual recertification/compliance inspections of health care institutions, sober living homes, and behavior-supported group homes.
  • Conduct advanced level investigations of licensed or unlicensed facilities and prepare related reports and orders.
  • Communicate with regulated entities and regulatory bodies, develop standards, and participate in rule making.
  • Provide technical assistance to providers and consumers; participate in meetings with staff, committees, and stakeholders.
  • Gather and respond to feedback from clients; oversee training programs and prepare training materials.
  • Oversee quality systems by tracking documents, corrective actions, and other quality data; develop reports and dashboards.
  • Perform other duties as assigned (typically 5%–10%).
Knowledge, Skills & Abilities (KSAs)

Knowledge:
Arizona Administrative Code and Arizona Revised Statutes related to licensed facilities and providers; facility management and operational concepts; specialized procedures; performance management, continuous quality improvement, and lean methodologies.
