Overview

About This Position As part of the Community Assistance Program (CAP), this classification co-responds to 9-1-1 calls with Fire and Police personnel as part of a two-person Crisis Response Unit, or to respond to behavioral health calls as part of a two-person Behavioral Health response Unit with a contracted Peer Support Specialist. Both units de-escalate and stabilize crisis situations, provide emotional support, victim advocacy and resource connection.

CAP operates 24/7; shift, holiday and weekend work is required. Shifts are 10 hours/day in consecutive days (Sunday-Wednesday or Wednesday-Saturday).

Typical Job Functions Include And Are Not Limited To

  • Serve on a mobile Crisis Response or Behavioral Health Unit team to provide crisis intervention services by responding to emergency calls that come through the 911 system.
  • Conduct on-site assessments and intervention in emergency situations including situations such as unexpected death, house fires, mental health, child abuse, domestic violence, sexual assaults, substance abuse and other social determinants of health.
  • Employ de-escalation techniques to diffuse tense situations and ensure the safety of all parties.
  • Provide emergency assistance, emotional support, crisis counseling and resource referral to individuals in distress.
  • Collaborate with law enforcement, emergency medical services, and other crisis response teams to coordinate interventions.
  • Act as a liaison between individuals receiving services and first responders, medical staff, medical examiner's office, mortuaries, and community partners.
  • Transport individuals to their home, social service agencies or other appropriate resources.
  • Perform short-term case management functions.
  • Create and maintain required reports, records and documents.
  • Maintain regular and reliable attendance.
  • Demonstrate superior customer service, integrity, and commitment to innovation, efficiency, and fiscally responsible activity.
  • Some Specialist positions may act as a roving specialist, providing coverage for call-offs and vacations, and may be placed on a unit as needed. Roaming Specialists cover multiple CAP locations in the Phoenix area as assigned.

Roving Shift Assignments

  • Sunday-Wednesday: 05:00-15:00 and 15:00-01:00.
  • Wednesday-Saturday: 09:00-19:00 and 19:00-05:00.
Ideal Candidate

Knowledge Of

  • Social service agencies and community resources.
  • Crisis intervention techniques, trauma-informed care principles, and best practices in mental health services.
  • Excellent communication and interpersonal skills for collaboration with diverse stakeholders.
  • Behavioral Health Systems and petition process.
  • Victim rights in Arizona, and Police and Fire policies and procedures.

Ability To

  • Communicate in English by phone or in person in one-to-one settings.
  • Maintain confidentiality of records and information.
  • Understand and interpret written material; produce clear documents with proper grammar.
  • Work cooperatively with other city employees and the public.
  • Work safely without presenting a direct threat to self or others.
  • Develop specific goals and plans to prioritize, organize, and accomplish work.
Salary and Benefits

Salary
Pay Range: $23.74 to $44.77 per hour.
Hiring Range: $23.74 to $30.31 per hour.

Minimum Qualifications
  • Two years of experience in crisis intervention, counseling, or working with crime victims.
  • Bachelor’s degree in social work, psychology, counseling or a related field.
  • Master’s degree in the same disciplines is preferred and will count toward one year of required experience.
