ABOUT THIS POSITION

The Planning & Development Department (PDD) guides the physical development of the city by preserving our historic sites, planning what can be built where, and ensuring safe construction of buildings and infrastructure. A host of advisory and governing bodies of residents as well as elected officials provide oversight as the city grows and needs arise. The process is governed through development and enforcement of city codes and ordinances.

The Planning and Development department currently has a vacancy for a Site Development Supervisor.

The Site Development Supervisor on the Non-Permitted Construction team administers daily activities and supervises a team of Building Code Examiners and Engineering Technicians. This position manages a team of lead inspectors that investigate reports of construction performed without a valid building permit and reports of unsafe building and site conditions throughout the City of Phoenix for both residential and commercial properties.

The Non-Permitted Construction team performs detailed building and site inspections and plans examination for code compliance, as well as performs civil court proceedings to enforce city codes and ordinances. The Site Development Supervisor advises in the interpretation of City codes, coordinating responses to complainants and assuring compliance with approved plans, Phoenix Construction Building Code, and related requirements.

This role is a critical supervisory position in the Planning and Development Department. The Site Development Supervisor exercises considerable initiative and independent judgment, managing the departments enforcement section, working under the general supervision of the PDD General Inspections Team Leader.

Responsibilities of this role include, but are not limited to:

* Manage inspection and plan review operations for both residential and commercial properties.

* Educate and enforce city codes and ordinances.

* Collaborate with city departments and agencies to resolve complex public hazard cases.

* Manage commencement of civil enforcement court proceedings.

* Coordinate with City Attorneys Office and City Prosecutors Office on legal aspects of code enforcement.

* Ensure enforcement staff is in compliance with legal and federal procedures.

* Evaluate and initiate process improvement initiatives for enforcement section.

* Coordinate with community stakeholders, neighborhood associations, City Council, and the City Manager's office.

* Analyze and compile program data and statistical reports.

* Prepare briefings and reports for management, City Council, and the City Manager's office.

* Coordinate division training and curriculum.

* Engage with design professionals, builders, law firms, community groups, officials, and stakeholders on department policy and code interpretation.

* Respond to media and public inquiries.

* Make public presentations and represent the division on committees and task forces.

IDEAL CANDIDATE

* Knowledge of International Building Code, International Residential Code, Phoenix Zoning Ordinance, National Electric Code, International Plumbing Code, International Mechanical Code

* Knowledge of principles and practices of supervision, public administration, and customer service.

* Ability to read and accurately interpret site plans, specifications, construction plans, legal descriptions, grid maps, and area development notices and instruct others in their use and code compliance.

* Ability to work collaboratively with other City departments, employees and the general public.

* Ability to lead projects effectively and facilitate production.

* Excellent written, verbal, and presentation communication skills, with the ability to communicate with diverse stakeholders.

SALARY

Hiring Range: $88,691.20 to $ annually.

Pay Range: $88,691.20 to $ annually.
