Overview
The City of Phoenix is seeking a dynamic professional Light Rail Administrator to lead and manage comprehensive light rail initiatives, partnering with residents, city departments, and key stakeholders to develop and implement transportation solutions that advance mobility. The role offers the opportunity to exercise independent judgment and present innovative programs to City leadership, shaping the city s mobility landscape.
Key Responsibilities- Advise City management on light rail issues, needs, and strategic priorities; develop and present actionable recommendations.
- Manage an interdisciplinary team of supervisory and professional staff dedicated to light rail planning and implementation.
- Authorize expenditures and approve project changes or additions that impact program budgets.
- Serve as liaison to Valley Metro, community stakeholders, and leadership across multiple City departments.
- Collaborate with residents, organizations, and government entities to develop and implement light rail initiatives.
- Use data to drive equitable, efficient, and effective program outcomes for diverse communities.
- Prepare and present program proposals and policy recommendations to City leadership and Council.
- Assist with staffing transportation sub-committees and oversee planning for regional light rail extensions.
- Collaborate with community groups and professional organizations to build support and address concerns.
- Oversee budget planning and review for assigned light rail programs and initiatives.
- Represent the City in intergovernmental meetings, conferences, and public forums.
- Review major studies and coordinate the development of reports and recommendations for City leadership.
- Skilled at building partnerships with diverse stakeholders, including residents, city departments, and external organizations.
- Able to clearly present complex ideas and proposals to City leadership, Council, and the public.
- Uses data-driven insights to inform decisions and drive equitable, efficient outcomes.
- Demonstrates initiative and sound judgment while managing programs with minimal supervision.
- Focused on delivering measurable impact and continuous improvement in program performance.

Pay & Hiring Range: $ - $ annually.
Pay Range Explanation- Pay range is the entire compensation range for the position classification.
- Hiring range is an estimate of where you can receive an offer. The actual salary offer will carefully consider a wide range of factors, including your skills, qualifications, experience, education, licenses, training, and internal equity.
- The City contributes 9% of salary into 457/401(a) plans with no matching required. $6,000 annual car allowance and $1,440 annual cell phone allowance.
- Traditional pension with employer and employee contributions.

- Choice of generous medical HMO, PPO, or HSA/HDHP plans.
- Medical enrollment includes a monthly $150 City contribution to a Post-Employment Health Plan.

- Five years of experience in municipal management positions with authority for program direction and budget administration, or for coordination and supervision of such functions.
- Master s degree in public or business administration.
- Other combinations of experience and education which meet the minimum requirements may be substituted.
