Overview
The Office of Government Relations is seeking a Government Relations Manager. This individual will be responsible for directing and coordinating legislative efforts across a broad range of issues facing the City. In addition, duties include promoting legislation and projects in the City’s interests and opposing legislation that would be detrimental to the City. This includes working extensively with the State and Federal Governments, Maricopa Association of Governments, Valley Metro, the Arizona and Maricopa County Departments of Transportation, and officials from other cities and towns.
This position frequently interacts with the Mayor, City Council and city staff and ensures that all city issues related to transportation needs are well represented in various regional and statewide bodies, agencies and forums.
Work involves frequent interaction with city management and city, county, state and federal elected officials. The position analyzes legislative issues and prepares policy options and strategies.
Responsibilities- Coordinate the involvement of the Mayor, City Council and city management at regional and local agencies, including the Maricopa Association of Governments (MAG), Valley Metro Regional Public Transportation Agency (RPTA), WESTMARC and various other organizations.
- Assist with the City's state legislative program, including developing and implementing the City's state legislative agenda. This includes advocating directly and coordinating efforts to advocate the City's interests to the Governor's Office, the State House and Senate, and various State Agencies.
- Help to organize the City's participation in federal organizations, including the National League of Cities and Arizona League of Cities and Towns to further the City's legislative agenda and provide opportunities for staff development throughout the City.
- Work closely with departments to identify various grant opportunities, help city staff through the application process and help build support for the application from local nonprofits and other elected officials.
- Conduct public policy research and write reports, briefings, fact sheets, correspondence and various other documents as required by the Mayor, City Council and city management.
- Devise strategies and provide briefings and presentations to the Mayor, City Council and city management on federal, local, and regional intergovernmental issues.
- Work with the City's state contract lobbyists, including providing direction to and coordinating with the Mayor, City Council and city management and departments on their efforts.
- Coordinate special projects at the direction of the Government Relations Director.
The ideal candidate should have excellent interpersonal skills and be able to build strong relationships. The ideal candidate should be able to effectively communicate with inside and outside of the organization; excellent oral, written, presentation and listening skills will be essential. This individual will need to utilize their communication skills to seek common ground and articulate ideas, rational and considerations that the other parties may or may not have considered.
This person needs to be a problem solver who can think strategically, identify alternative courses of action, and provide recommendations. Analytical skills and the ability to effectively use data to make decisions and relay information are essential.
Hiring and Pay Range: $ - $ annually.
