Position Overview /Duties

Introduction:
The U.S. Army Corps of Engineers, Los Angeles District (SPL) is seeking a motivated, experienced engineer or architect to serve as a Design Manager within Engineer Division.

Description of Assignment/Duties:
The incumbent serves as a Design Manager (DM) providing technical and administrative management of Architect-Engineer (A-E) or in-house designs for large, complex, and highly visible projects across the Civil Works, MILCON, and IIS business lines. The work requires the application of the broad range of architectural and engineering disciplines including architecture, landscape architecture, electrical, mechanical, fire protection, and civil engineering.

It also includes management responsibilities such as funds control, resource planning, contract oversight, and project scheduling, and acts as the Contracting Officer’s Representative (COR) for A-E contracts.

Applicant Qualifications
  • Knowledge sufficient to manage the efficient and effective coordination and accomplishment of the planning, scoping, development, design, construction, and direction of complex and major design projects.
  • Expert professional knowledge of one or more disciplines of engineering and their concepts, principles, methods, and practices.
  • Knowledge and expertise in all aspects of the management, contract administration and policy of AE contracts.
  • Knowledge of USACE procedures and appropriation processes.
  • Knowledge sufficient to direct the planning, design, cost engineering, construction, and environmental considerations for engineering projects of considerable scope and complexity.
  • Knowledge sufficient to manage design milestones and budgets from planning through construction (pre and post award), including modification of design for construction.
  • The position requires a broad technical background and experience in various functions; a full and in-depth understanding of USACE procedures, design development, contracting procedures, and project management principles.
  • Provides advisory services and recommendations for improving methods for A/E and Design.
  • Applies an extensive knowledge of concepts, principles, methods, and practices of engineering, science, and management practices for complex projects.
Other Conditions and Requirements

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

Minimum Education Requirement:
Bachelor’s degree (or higher degree) in Engineering or Architecture.

Specialized experience:
One year of specialized experience that includes providing technical and administrative management of Architect-Engineer (A-E) or in-house designs for large, complex, and highly visible projects across the Civil Works, MILCON, and IIS business lines; managing responsibilities such as funds control, resource planning, contract oversight, and project scheduling; and acting as the Contracting Officer’s Representative (COR) for A-E contracts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS‑12).
