The Arizona Department of Public Safety is seeking an experienced professional for or Telecommunications Engineer Manager.  Under general direction, plans, directs, and evaluates the work of personnel engaged in the research, design, planning and implementation of major telecommunications programs and systems including microwave, two-way radio, and data/telephone systems. Conducts engineering studies involving equipment, applications, or theoretical analyses. Provides input to section management for the development and implementation of operational policies and decision-making.

Performs related tasks as required. This is a competitive classification.

This recruitment will be used to establish an 18-month eligibility list to fill current and future vacancies. Apply promptly; application period may close without notice.

Must successfully complete the examination process, which includes:

1. Supervises the work unit and personnel, which includes interviewing prospective employees; providing and/or recommending training; coordinating, scheduling, and assigning work product; establishing performance measures, goals, objectives, and priorities; evaluating work performance; providing feedback, direction, and guidance; keeping personnel abreast of new or revised information; answering questions; and recommending and/or implementing personnel actions. Prioritizes and assigns tasks and projects to staff;

tracks and reviews work progress.

2. Coordinates the engineering of a statewide multi-agency telecommunications network including microwave, land mobile radio, telephone/data carrier and user terminals.

3. Participates in long-range and strategic planning for the section. Develops long and short-term programs to attain goals and objectives.

4. Develops projects to ensure user satisfaction, project continuity and consistency between engineering projects.

5. Coordinates and monitors programs and projects to track effectiveness, ensure efficient and timely completion, and maintain compliance with Federal Communications Commission (FCC) regulations and other applicable federal and state laws, and Department policies and procedures. Inspects facilities and equipment statewide.

6. Coordinates state and other user agency telecommunications plans and activities. Creates and administers intergovernmental and interagency service agreements.

7. Assists customers with determination of telecommunications needs and services, and provides technical advice.

8. Supervises and/or participates in engineering surveys and technical studies.

9. Evaluates current resources and forecasts future needs.

10. Recommends new systems and changes in existing telecommunications systems to improve efficiency and economy and eliminate obsolescence. Directs the definition and implementation of system upgrades and equipment replacement projects.

11. Directs/reviews the preparation of bid specifications for new equipment purchases.

12. Supervises the selection of new telecommunications sites. Establishes and maintains new and existing site leases. Plans and develops construction of new sites and telecommunications buildings.

13. Submits budgetary and grant requests, updates, reports, and justifications to obtain funding for enhancement and replacement of Department telecommunications systems and related equipment.

14. Develops and administers the annual budget for the work unit.

15. Investigates and responds to inquiries, concerns and requests from DPS management and client agencies.

16. Represents section and Department interests on committees and task forces, at conferences, and in professional organizations.

17. Remains current on job-specific procedures.

18. Analyzes engineering methods, practices, and standards to apply to the section.

19. Serves in the absence of the section manager as requested.
