Bilingual Sr. Project Manager

Hot Foot Recruiters is hiring a Bilingual Senior Project Manager to support industrial water treatment and process system projects across commercial and high-tech construction environments. This is a senior-level leadership role responsible for managing complex engineering projects from planning through execution, ensuring quality, safety, and on-time delivery.

This role is ideal for an experienced project leader fluent in Mandarin and English, with strong technical knowledge in mechanical systems, water treatment processes, or industrial utility infrastructure.

• Provide advanced technical leadership for industrial water treatment and process system projects.
• Lead engineering-driven project execution from design review through commissioning and final turnover.
• Serve as the primary technical authority for mechanical systems including piping, pumps, filtration, and process equipment.
• Take ownership of project outcomes with a small-business mentality and long-term commitment to organizational success.
• Review and interpret detailed engineering drawings, P&IDs, system calculations, and technical specifications.
• Oversee project scope, budgeting, procurement strategy, and schedule execution with strong financial accountability.
• Manage and mentor engineering teams, subcontractors, and vendors with hands‑on technical involvement.
• Operate with an entrepreneurial mindset, contributing to scalable processes and long-term growth initiatives.
• Drive quality control and ensure engineering integrity throughout all phases of construction.
• Maintain direct client-facing communication for both technical and operational discussions.
• Make informed field decisions to resolve complex technical challenges.
• Support commissioning, troubleshooting, and system optimization activities.

• Bachelor’s degree in Mechanical Engineering, Chemical Engineering, Civil Engineering, or related engineering discipline (required).
• 8–10+ years of progressive engineering and project management experience in industrial water treatment, process systems, utilities, or mechanical construction.
• Demonstrated experience serving as a technical lead on complex engineering-driven projects.
• Advanced understanding of mechanical systems including piping networks, pumps, filtration systems, chemical treatment processes, and utility infrastructure.
• Semiconductor, manufacturing, or mission‑critical project experience preferred.
• Strong financial acumen with experience in budgeting, forecasting, cost control, and risk management.
• Ability to operate effectively in a fast‑growing, small‑business or entrepreneurial environment.
• Hands‑on problem solver comfortable reviewing engineering details and supporting field execution.
• Experience managing technically complex commercial or high‑tech construction projects.
• Strong tenure history showing stability and long-term commitment in prior roles.
• Proficiency in MS Project, Excel, and project management software tools.
• Strong leadership, communication, and negotiation skills.
• Bilingual fluency in Mandarin and English (required).
• Willingness to travel to job sites as required.
