Job Summary
Under the supervision of the Resident Engineer, perform a variety of journey-level administrative and accounting duties in the areas of highway project construction, This position is responsible for analysis and resolution of problems pertaining to construction contractors and project cost accounting, monitoring project budgets, review for accuracy and completeness of assigned information, oversees project closeouts, recommend approval or disapproval of work projects, approve and disapprove work performed in the work unit, training for other construction unit office staff, direct activities of consultants and subordinate ADOT staff to ensure compliance with all applicable State and Federal laws, rules, regulations, and policies, and perform team lead duties for multiple construction contracts.
Resolve all routine Issues and conflicts without involving Resident Engineer, ensuring only extremely difficult or technical issues are elevated for resolution. Construction unit operations duties include:
Oversee project staff, develop and monitor group's budgets, including administrative and construction budgets; provide direction, nce and assistance to ell personnel of the group ta ensure compliance with all applicable State end Federal Laws, rules, regulations, and policies; direct and authorize ‘administrative work in the areas of human resources, budget, procurement, payroll, training, safety, resource management, EEO/Affirmative action and special projects.

Supervise subordinate office staff, Provide training, coaching and guidance to current and new employees as directed and as related to the functions of the construction office manager. Proficiency in the employee rating process. Provide leadership, supervision, coaching and guidance to District personnel Develop budgets, authorizes expenditures, and signs financial and contract documents for the District. Prepares documents such as reports, letters, memos, supplemental agreements, cost analyses.
Attends and/or conducts construction meetings and field reviews. Examine engineering project records, field notes, computations and other documentation to assure that methods of measurement and basis for payment are in accordance with projected trends, specifications, special provisions and extra work orders, Assist the Resident Engineer in monitoring construction budget. Calculates material quantities and other quantitative measurements using high level mathematical computations.
Reviews and/or prepare contract documents related to line item force accounts, supplemental agreements and financial documentation for completed projects. Review, verify and provide calculations, test results and documentation as related to office manager process and work assignments, prepare administrative construction. Confers with state and federal agency officials, staff members, contractors and other stakeholder representatives of other agencies to acquire information needed for making project related determinations and decisions.
Ability to resolve conflict at the project and program level. Prepare administrative construction budget reports. Compiles administrative information for work unit and prepares reports on assigned duties as requested. Ensures compliance with state and federal laws as it pertains to procuring assets for functioning of state offices. Responsible for following ADOA policies for hiring. Facilitates work unit staff, partnering and project meetings to ensure appropriate Information is discussed and disseminated as needed.
Ensures appropriate, accurate documents are maintained for construction project files. Reviews inspector's documents to ensure completeness and timeliness. Facilitates project reviews for design darty, accuracy and constructibility; reviews specifications and special provisions and determines whether all supporting information has been obtained, Proficient at alternative project delivery methods.
