Project Manager / Construction Manager oversees delivery of building facility projects from design through warranty closeout. Project types may include municipal government buildings, fire stations, court houses, schools, tenant improvements, and similar. This role ensures that projects meet International Building Code (IBC) standards, comply with local codes, and are executed within budget, on time, and to quality standards. The position requires close coordination with contractors and owner teams to ensure safety, efficiency, and compliance across various construction trades.

Specific fire stations, municipal building, and/or educational facility construction experience is ideal.

Project / Construction Manager Municipal Facilities

Key Responsibilities:

* Project Planning & Coordination

* Monitor and evaluate schedules, budgets, and resource allocations for new construction.

* Facilitate and document regularly schedule progress meetings.

* Coordinate with architects, engineers, contractors, and owner staff to define project requirements.

* Review construction drawings and specifications, ensuring adherence to IBC and local codes and standards.

On-Site Project Management

* Supervise construction activities, ensuring compliance with standards, safety protocols, and regulatory requirements.

* Oversee inspector(s) for concrete work, drywall installation, electrical, HVAC, and other key trades to ensure quality workmanship.

* Conduct site visits, review work progress, and address any issues or delays that could impact project schedules or budgets.

Code Compliance & Quality Assurance

* Ensure all work adheres to IBC, local building codes, and other applicable regulations.

* Maintain accurate project documentation and compliance records to ensure readiness for inspections and audits.

Communication & Stakeholder Engagement

* Serve as the main liaison between contractors, owner stakeholders, and regulatory agencies.

* Provide regular updates to owner's leadership on project status, budget, and timeline adjustments.

* Work closely with owner's staff to communicate any impacts of construction activities on daily operations.

Contractor Collaboration & Oversight

* Manage contractor performance, ensuring adherence to project specifications, timelines, and quality standards.

* Address any on-site issues with contractors, from construction sequencing to quality corrections.

* Approve invoices and monitor change orders, ensuring financial accountability, quantities, and contractor payout for project progress.

Daily Reports & Documentation

* Document any changes, delays, or incidents, and communicate these to owner's leadership and project stakeholders.

* Maintain organized records of as-built drawings, operations and maintenance manuals, warranties, and project closeout documentation.

Budget & Financial Management

* Monitor project budgets, track expenditures, and work to minimize cost overruns.

* Approve contractor invoices and manage financial documentation in alignment with owner's policies.

Project Closeout

* Oversee final inspections and completion of punch-list items, ensuring all work meets plan requirements and code standards.

* Manage the handover process, ensuring all necessary documentation, warranties, and maintenance guides are provided to the owner.

* Ensure all permits are closed out.

* Conduct post-construction evaluations to identify opportunities for improvement in future projects.

Qualifications:

Education:

Bachelor?s degree in Construction Management, Architecture, or a related field.

Experience:

Minimum of years in construction management, strongly preferred in public sector projects.

Skills:

Strong project management, budgeting, and leadership skills. Knowledge of IBC standards and local codes.

Certifications:

ICC, PMP & CACM and/or relevant construction management certifications preferred.

Software:
Proficiency in construction management software (e.g., Procore, eBuilder, Plan Grid) and scheduling tools.

Work Environment:

This role requires frequent on-site presence and occasional work outside regular hours to meet project demands.
