Under the general direction of the Procurement and Compliance Manager for Supply Chain, the Buyer/Planner III will be responsible for the purchase of goods, materials, and services to ensure company operational needs are met. Additionally, the Buyer/Planner III will review pricing, quality, and delivery to ensure continuity of supply. This position holds responsibility for supporting specific projects/regions/business units, and will support procurement contract management, place buys and manage suppliers.
This crucial role participates in supplier selection, evaluation and retention as well as providing Aircraft on the Ground (AOG) and fleet maintenance procurement support to meet internal client objectives while achieving maximum overall cost effectiveness. This position interacts with both internal stakeholders and external vendors.
- Coordinate and prioritize procurement activities to meet operational needs (AOG, PAOG, Normal and Low)
- Execute timely and accurate procurement transactions, including Purchase Orders, Repair Orders, and Service Orders, in accordance with system requirements and clinical urgency
- Partner with Clinical Operation teams to proactively respond to adjust purchasing plans based on changes in demand and clinical needs.
- Select qualified suppliers and negotiate pricing and terms; issue purchase and repair orders while ensuring alignment with contract requirements and regulatory expectations. Monitor and manage open Purchase and Repair orders to ensure delivery performance, lead time accuracy, and inventory alignment; take corrective action where needed to maintain service levels.
- Organize and coordinate preventative maintenance for medical equipment with approved vendors, ensuring compliance with maintenance schedules and regulatory standards.
- Manage flight-essential equipment, including purchasing, repairs, and transfers, to maintain operational readiness and safety.
- Proactively communicate with leadership regarding issues or trends that may impact operational performance or require additional. Ensure all parts purchased, repaired, or rented for medical use have the appropriate regulatory documents.
- Manage and evaluate supplier performance by hosting monthly vendor meetings and Quarterly Business Review (Q ).
- Assist with invoice and purchase order reconciliation in coordination with Accounts Payable to maintain financial accuracy. Manage asset claims for warranty and/or non-performance.
- Support the management on establishing vendor contracts; contribute to the creation, negotiation, and execution of new agreements.
- Accountable for ensuring corporate Safety Management System activities are being effectively applied by staff personnel within PHI.
- Promote PHI’s Destination Zero initiative.

- High School or GED required.
- Bachelor’s degree and 5+ years of experience preferred, or 7+ years relevant work experience in lieu of education.
- Must have experience managing a purchasing portfolio in a global, multi-functional environment, including complex tax, regulatory and industry-specific requirements.
- Solid knowledge of business and economic issues, cost structures and contracts. Deep understanding of the relevant industry, including cost drivers, market dynamics and the competitive landscape.
- Strong analytical and communication skills that can be utilized to influence and drive the decision making process.
- Ability to manage multiple priorities and tasks simultaneously and maintain tight timelines while meeting targeted savings outcomes.
- Strong conflict management, problem-solving and communication skills (both verbal and written).Knowledge of program management tools and technique.
