About This Position

The City of Phoenix Water Services Department (WSD) is one of the nation's largest potable water utilities, delivering safe, reliable drinking water to 1.5 million customers across 540 square miles. We also manage the sewer collection system and treat wastewater for 2.5 million residents in metropolitan Phoenix- keeping our community flowing every day.

Role

WSD's Customer Services Division is currently seeking a Treasury Collections Representative. This is a dynamic role for a detail‑oriented professional who thrives on problem‑solving and independent decision‑making. You'll handle complex collections for water service accounts (including water, wastewater, and refuse), requiring expertise in:

  • Bankruptcy administration
  • Liens and skip tracing
  • Collection litigation

In addition, you'll assist with escalated collection calls, monitor and create theft cases, collaborate with field supervisors, and perform report‑based auditing. This position offers the opportunity to make a real impact while working in a fast‑paced, customer‑focused environment.

Ideal Candidate
  • Strong written communication skills, including proper sentence structure, punctuation, and grammar, for accurately documenting debtor accounts in computerized systems.
  • Ability to communicate effectively and professionally with the public in high‑pressure situations, both by telephone and in person, to resolve and collect delinquent accounts.
  • Ability to learn through oral instruction, observation, and reading; comprehend City and State Codes, official correspondence, and departmental policies and procedures; and collaborate effectively with other City employees and the general public.
Salary

Pay Range: $26.18 to $35.08 per hour.

Hiring Range: $26.18 to $28.86 per hour.

Minimum Qualifications
  • Two years of experience as a collector for a financial institution or loan company.
  • Some college coursework in accounting, finance, or business administration.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.

Preferred Qualifications
  • At least one year of experience in utility collections.
  • Background providing customer service in a fast‑paced environment, both over the phone and in person.
  • Hands‑on experience with Customer Care & Billing (CC&B) systems.
  • Previous utility industry experience.
  • Accounts Receivable and reconciliations experience.
  • Experience processing, maintaining, and auditing confidential documentation.
  • Experience conducting research and performing audits.
  • Experience working with Microsoft Excel for data analysis and reporting.
