Summary: The incumbent's primary responsibility is to supervise the daily technical and administrative functions of Inpatient phlebotomy with 38 employees covering a 24/7 operation. There are 5 Phlebotomy Leads reporting directly to this position. Responsibilities include ensuring compliance with institutional and laboratory policies and procedures; ensuring that written and approved technical procedures and documentation are maintained; manage personnel, and all fiscal affairs.
Excellent communication and problem-solving skills are needed for interactions at several levels of the organization and with patients. (Full time - 40 Hours/week - Shift 3 - HUP 3400 Spruce Street - Inpatient Phlebotomy)
Responsibilities:

- Regularly meets with employees to improve communication and to build productive relationships
- Continuously communicates to staff the importance of patient satisfaction, quality of care, and sound financial performance; and champions our successes and priorities for improving performance in meeting and exceeding patient and customer expectations
- Analyze employee satisfaction data and identify opportunities for improvement
- Collaborate with staff to develop action plans and implement those plans with follow through
- Manage and eliminate process workarounds
- Focus energy on collaborating in problem resolution rather than finding blame
- Demonstrate professionalism within the framework of Relationship Based Care (Patient-Centered Care)
- Works with UPHS leadership, clinical leadership and Entity leadership in developing programs, services and initiatives to anticipate future customer needs, build customer loyalty and generate profitable growth
- Sets standards and drives operational integration of programs by ensuring alignment in communication
- Drive patient/ client loyalty and physician referral by ensuring staff under direct supervision understand the UPHS commitment to service, their own work processes, and have the necessary skills to meet service expectations
- Review Press Ganey reports and identify patient satisfaction trends and opportunities for improvement.
- Maintain staff accountability for individual and group patient satisfaction scores.
- Meet with practice and nurse management to support operations and communications across the health system.
- Monitors workflow and workload within the sections and adapts operational plan accordingly.
- Ensures enrollment in appropriate Proficiency Testing programs which meet federal, state and accrediting agency requirements. Reviews all proficiency testing results and reports findings to Division's CEQI committee.
- Completes, reports and addresses patient safety findings to manage and department CEQI committee.
- Assists clinicians and researchers in utilizing lab services in support of special projects and research protocols. Meets with clinical research sponsors/ auditors to review lab service support for various clinical trials
- All other responsibilities as designated by Manager, Administrative Director or Chair.
- Functions as liaison to accrediting/regulatory agencies in preparation for inspections, site visits, documentation of compliance, deficiency corrections, status changes and licensing renewals.
- Maintains an updated database related to Federal, State and local government agencies and professional accrediting agencies' regulatory requirements impacting lab operations
- Maintains quality control, instrument records, test records and other documentation in a manner which complies with all regulatory requirements.
- Conducts annual review of department operating policies and procedures.
- Monitors and participates in department efforts to maintain a safe working environment through development of safety policies, ongoing surveillance of environment and work practices. Ensures deficiencies noted are corrected.
- Review and approve payroll.
- Reviews monthly expense reports and variance reports and assists in devising strategies for minimizing expense variances.
- Manages inventory through reagent utilization analysis.
- Ensures all staff involved in moderately complex or highly complex testing meet personnel qualification requirements as defined by federal, state and accrediting agency regulations.
