Duties
* You will provide technical expertise to implement policies and develop plans to support assigned programs and work with management, staff and employees on implementation and transition of project goals.
* You will identify technological gaps and needs, forecast and assess performance criteria, and execute project plans.
* You will formulate and define overall mission and project objectives and requirements, present and support proposals for pioneering technology efforts, and provide authoritative advice at the highest level of management.
* You will conduct and direct independent investigative and/or experimental efforts intended to advance state-of-the-art and ship readiness and safety.
* You will establish and maintain extensive contact with all management levels within NSWCPD, NAVSEA sponsors, Type Commanders, the Fleet, other Navy labs and activities, support contractors, manufacturers, academia, and industry. Requirements Conditions of employment

* You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
* This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
* This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition
Functional Area
and category assigned to the position is required within established category time frames.
* This is a Cyberspace Workforce position, work role code 671-Test and Evaluation, proficiency level Advanced the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies. Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector as a professional Engineer or Scientist managing test and evaluation assessments to identify and mitigate cyber security vulnerabilities in support of Hull, Mechanical & Electrical ship systems.
Examples may include managing complex system engineering programs planning and proposing system improvements or cyber enhancements; managing strategic life cycle planning and modernization to address and avoid technical obsolescence and reduce variants to improve supportability and reduce life cycle costs; and leading communications with stakeholders crossing organizational boundaries and collaborating with sponsors.
