Overview

THIS IS A PROMOTIONAL RECRUITMENT OPEN ONLY TO CURRENT COUNTY EMPLOYEES IN REGULAR OR PROBATIONARY STATUS

Multiple current vacancies throughout the Health and Human Service Agency. This recruitment will establish an employment list to fill current and future vacancies that may occur in Dinuba, Lindsay, Porterville, Tulare and Visalia.

Act as lead worker in a self sufficiency unit overseeing delivery of public assistance and employment services, assisting Self Sufficiency Counselors in the completion of eligibility evaluations and employment service assignments; manage a specialized caseload of clients needing social services and employment opportunities; provide ongoing support for clients, which may include counseling and referrals to health, domestic violence, or substance abuse services;

conduct assessment of children s welfare in cases where aid is scheduled to be terminated to address conditions of potential abuse and neglect; interpret and explain rules, regulations, and policies of various agencies to clients, applicants and the general public; prepare and maintain case records, eligibility process documents, case narratives and self sufficiency plans, memos and correspondence; maintain confidentiality of all business information and materials;

plan, develop, and make presentations; develop, implement, and monitor complex plans to prepare families for self sufficiency; assist unit supervisors to review quality and quantity of work performed by Self Sufficiency Counselors and Self Sufficiency Support Assistants; determine initial and client eligibility for public assistance programs; read new benefits and eligibility criteria to remain current with various public programs; maintain communications and good working relationships;

prepare written reports with recommendations for appropriate corrective action when additional facts affecting eligibility are established; serve as a County representative in State appeal hearings; manage a caseload involving the determination of initial and continuing eligibility for various public assistance programs and employment services.

Education/Experience - Any combination of education and experience that would likely provide the necessary knowledge, skills and abilities is qualifying. A typical way to obtain the knowledge, skills and abilities would be the equivalent to completion of twelfth grade AND two years as a Self Sufficiency Counselor II.

Knowledge of - Federal, State, and local rules, regulations and policies governing eligibility for public assistance programs and job training and employment programs;
Basic supervision principles and practices;
The operating procedures and policies of the HHSA Tulare

WORKs Division;
Interviewing and counseling methods and techniques;
Community resources available to assist clients;
Terminology and vocabulary pertinent to social service programs and eligibility determination;
Caseload management methods and techniques;
Writing and reporting techniques;
Techniques for identifying problem areas in individual and family situations;
Techniques for developing and monitoring implementation of self sufficiency plans;
Basic math including addition, subtraction, multiplication, division, fraction and percentage operations.

Skill/Ability to – Review quality and quantity of work performed by unit workers;
Review, analyze, and make decisions regarding complex benefit/eligibility evaluations and determinations;
Manage a caseload;
Define problem areas in individual and family situations;
Collect and evaluate information, analyze material, and draw valid conclusions;
Make appropriate recommendations and referrals to resolve problem areas such as substance, physical or other abuse;
Develop and utilize community resources to best serve client needs;
Communicate verbally to effectively explain technical information to persons of various social, economic, cultural, and educational backgrounds;
Effectively apply interviewing and listening techniques to obtain information from applicants in various emotional states;
Read, interpret, and explain rules, regulations, policies and procedures pertaining to social service programs;
Write clear, concise and grammatically correct case narratives, reports, records, and letters;
Follow verbal and written instructions;
Retain and recall pertinent information such as regulations and client data;
Adjust to changes in workload and coordinate work with others;
Use patience, tact, and courtesy in dealing with persons experiencing difficulties and emotional stress;
Maintain confidentiality of business information and materials;
Prepare, organize, and make oral presentations.

Conditions of Employment
