Cash Construction, a leading heavy civil contractor specializing in utilities, excavation, grading, roadway construction, large diameter utilities, and lift stations, is seeking a Proposal & Business Development Coordinator who will split their time between developing competitive proposal submissions and tracking/sourcing upcoming bid opportunities
.
This is a hands‑on execution role. You will work directly with our Director of Estimating and pursuit teams to deliver high‑quality, compliant proposals and maintain a steady pipeline of qualified opportunities.

Mas Tec’s Clean Energy and Infrastructure Group (CE&I) is a $4 billion annual revenue business unit that provides construction services for industrial facilities; building products manufacturers, power generation facilities, manufacturing plants, and energy plants (solar, wind, and thermal). We’re also known for our work on buildings and infrastructure projects.
Responsibilities Proposal Coordination- Read, analyze, and interpret RFP documents to identify qualification and proposal response requirements.
- Develop and maintain a Compliance Matrix to ensure all RFP requirements are met.
- Create and manage proposal development schedules, keeping all contributors on deadline.
- Draft standard proposal language and prepare basic graphics/layouts in Adobe InDesign or similar software (complex graphics support available from internal resources).
- Assist in completing standard RFP, qualification statements, and other submission documentation.
- Organize and maintain an updated library of historical project data, personnel resumes, photos, and other standard proposal assets.
- Research upcoming projects from key public and municipal clients.
- Review Capital Improvement Plans to identify potential projects and estimate release dates.
- Attend client outreach meetings to gather project intelligence.
- Monitor online bid portals and other industry sources for relevant opportunities.
- Collaborate with the Director of Estimating to evaluate potential pursuits and enter qualified opportunities into Salesforce.
- Maintain up‑to‑date project records in Salesforce, including status tracking and follow‑up actions.
- Generate Salesforce reports and update KPI tracking spreadsheets for estimating performance metrics.
- Assist in researching and contacting potential subcontractors for specialty scopes of work.
- Bachelor’s degree in Business, Communications, Marketing, Construction Management, or related field preferred.
- Minimum 2 years of experience in proposal coordination and/or business development within heavy civil construction, engineering, or similar project‑driven industries.
- Experience with alternative delivery method puriuts (Design‑Build, CMAR, CSP, Progressive Design‑Build, etc.).
- Proficiency in Adobe InDesign, Adobe Acrobat Pro, and Microsoft Office Suite (Word, Excel, Outlook, PowerPoint). (Additional training available)
- CRM experience required;
Salesforce preferred. - Strong organizational skills with the ability to manage multiple deadlines in a fast‑paced environment.
- Excellent attention to detail, especially in proofing and compliance.
- Strong communication/writing skills and the ability to work collaboratively across departments.
