Harlow is a council with over 9,000 Council Homes and a very ambitious programme to invest in its stock. This year we hope to spend an estimated c £70m on our capital programme and we are looking for construction procurement professionals to help us get our supply chain in place. The construction procurement managers will be embedded in the property team, but will work closely with the central procurement function.

• Manage the production of tender documents, oversee the tender process, and write approval reports taking the project to contract execution.
• Work with the HOPS Procurement Lead, Head of Pre-Construction and the Head of Commercial to formulate the pipeline programme and devise an appropriate contract strategy and route to market.
• Take projects through the procurement process and into contract, handling both low-value and large-scale projects across various thresholds.

• Experienced and qualified procurement professional with CIPS and TPP qualifications.
• Previous experience working within the public sector, ideally in local government.
• Knowledge of the construction industry is highly advantageous.
• Hands‑on operational approach with ability to travel to the site regularly and start on short notice.
