Position Overview /DutiesThe Rock Island District's Operations Division is responsible for the safe, reliable, and efficient operation and maintenance of a 9-foot navigation channel on 268 miles of the Illinois Waterway, from Joliet, Illinois to near Beardstown, Illinois. The navigable portions of this river and the locks and dams that allow waterway traffic to move from one pool to another are integral parts of a regional, national, and international transportation network.
The system is significant for certain key exports and the Nation's balance of trade. More than 580 manufacturing facilities, terminals and docks ship and receive goods through the Upper Mississippi River Basin, which includes the Illinois Waterway. Annually, the regional project generates an estimated $3 billion of transportation cost savings compared to overland methods. Currently, our District is seeking a Lock and Dam Repairer for the Structures Maintenance Section for the Illinois Waterway Project Office, which is responsible for the major maintenance of 8 locks and 7 dams.
Responsibilities include:
- Performing welding utilizing SMAW and FCAW
- Utilizing oxy-acetylene and plasma torch
- Performing deckhand duties aboard towing vessels, handling mooring lines and towing cables
- Rigging duties for mobile cranes and derrick boats
- Operating hydraulic powered winches aboard derrick boats to raise and lower mooring spuds
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.
Minimum Experience Requirement: Specialized experience which includes:
1) lock and dam maintenance;
2) floating plant operation and maintenance.

- This position has a Temporary Duty (TDY) or business travel requirement of 75% of the time.
- This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possession to operate vehicles.
- A relocation incentive may be authorized (subject to available budget) if the selecting official determines the relocation is in the best interests of the government.
