Position Overview /DutiesThe Rock Island District's Engineering and Construction Division (EC) provides engineering and architectural analysis, designs, and services for the construction, operations, maintenance, and remediation of a wide range of water resource, infrastructure, and military projects to our District customers, partners and stakeholders. The District's Construction Division develops and implements District policy for construction management functions and advises designers and the contracting officers on construction and contract management matters.
Our purpose is to manage construction to enhance efficiency, effectiveness, and customer satisfaction with attention to safety, the environment, quality, timeliness, and budget. Currently, the District is seeking a Construction Project Engineer at the Eastern Area Office located in Peoria, IL.
Responsibilities include:
- Serves as a Project Engineer for the District Construction Office, developing and implementing policies, procedures, and regulations for the administration of construction and design-build contracts.
- As Contracting Officer Representative (COR) the incumbent is responsible for the daily administration of construction and design-build contracts supporting the Civil Works and Operations and Maintenance programs for the District. Provides technical supervision and administrative control over designs and construction performed by contractors.
- Provides construction input and guidance to the PDTs, CoP, other internal elements, Architect-Engineer (A-E) consultants, and non-federal sponsors, as required. Communicates contract statuses to the Contracting Officer, Area Engineer and District Office as appropriate.
- Makes fair and reasonable on-site decisions regarding contract compliance, and exercises engineering judgement in resolving problems during the contract performance period. Refers matters exceeding COR authority to the Administrative Contracting Officer (ACO) with recommendations for resolution.
- Monitors contract progress to assure timely completion, minimize delays, and ensure contractors are paid timely for work in accordance with the payment clauses.
- Ensures that contractors and subcontractors comply with the EM 385-1-1 Safety and Health manual, as well as the Davis Bacon payroll requirements.
- Provide guidance and oversight on activities of the Quality Assurance Representatives, administrative assistants, and other Construction Branch personnel related to assigned contracts.
- Serves as liaison between the project contractors, project managers, technical lead, and customers/users.
