POSITION SUMMARY:
Seeking a well-qualified professional for the position of IT Applications Analyst responsible for analyzing, supporting, and enhancing court application systems that support clerk, judicial, operational, and statutory functions. This role serves as a key liaison between the clerk’s court business users, IT staff, vendors, and external justice partners to ensure the clerk’s court systems operate reliably, securely, and in compliance with applicable laws, rules, and policies.
The ideal candidate is an experienced systems or applications analyst who can work independently on complex initiatives, exercise sound judgment in a public-sector environment, and communicate effectively with both technical and non-technical stakeholders.
ESSENTIAL DUTIES:
- Analyze court application systems and business processes to identify issues, risks, and opportunities for improvement.
- Design, configure, implement, and support enhancements to court and justice-related application systems.
- Interpret and apply statutes, court rules, administrative orders, standards, and judicial policies when evaluating system functionality and business processes.
- Translate court business needs into functional and technical requirements; facilitate requirements-gathering and process review sessions.
- Perform advanced troubleshooting and root-cause analysis of system, application, database, and data issues; resolve issues independently or coordinate with vendors as appropriate.
- Administer large-scale application systems, including system configuration, upgrades, vendor coordination, and ongoing support.
- Develop, maintain, and review technical, functional, and operational documentation, including audit-support materials.
- Create, modify, and maintain reports using SQL, reporting and business intelligence tools to support judicial, operational, and statutory reporting needs.
- Provide responsive customer service and follow issues through resolution.
- Collaborate effectively with clerks, judges, court leadership, departmental staff, IT coworkers, vendors, external agencies, and justice partners.
- Support system outages, emergencies, and planned maintenance, including availability during evenings, weekends, or extended hours as required.
- Ensure systems and processes comply with judicial, regulatory, and security standards.
- Abide by Clerk policies and division procedures.
- Maintains prompt and regular attendance.
- Perform other job duties and special tasks as assigned.
COMPETENCIES:
General
- Experience with reporting and business intelligence tools such as SSRS, Power BI, Wyn, or Crystal Reports.
- Experience administering application systems, including vendor coordination, system upgrades, database support, and ongoing maintenance.
- Working knowledge of relational databases and SQL, including Microsoft SQL Server and complex queries.
- Experience supporting both desktop and web-based applications and environments.
- Knowledge of systems analysis, software implementation, change management, and standard troubleshooting practices.
- Ability to translate business requirements into functional and technical specifications.
- Ability to work independently with minimal supervision and manage multiple priorities in a deadline-driven environment.
- Strong written and verbal communication skills with technical and non-technical audiences.
- Ability to maintain confidentiality and exercise sound judgment when handling sensitive or legally protected information.
