Position Overview and ResponsibilitiesThis is first level intermediate professional work performing scientific tasks under limited supervision. The job requires skills in applying instructions to accomplish different job functions and a general understanding of scientific principles.
Duties include:
- Reviews and evaluates ERP applications submitted under Florida Administrative Codes and Statutes.
- Conduct site inspections and assessments of specifically assigned projects and prepare a report/or permit application appraisal on each proposed project.
- Conducts wetland delineation determinations using methodology outlined in FAC 62-340 for the ERP and State 404 program as Certified Wetland Evaluator.
- Responds to inquiries from the general public regarding the program's permitting process and wetland issues.
- Draft permits to include specific conditions and prepares appropriate documents to authorize use of state-owned lands.
- Conducts pre-application meetings with applicants, engineers, and consultants.
- Counsel stakeholders, explaining the jurisdictional responsibilities and procedures of the agency.
- Handles general inquiries concerning permitting requirements and sovereign authorizations to the public, applicants and consultants, governmental consultants, and other parties as necessary.
Performs and coordinates accurate data entry into the appropriate Department computer databases and ensures entry of documents in Oculus.
Training and SafetyUnderstand the basics of rules, exemptions, permits and permit conditions and their applicability within assigned program areas.
Participate in safety events, job shadowing with peer inspectors and subject matter experts, on the job training, and team building initiatives as directed by management.
Gains the essential skills needed to determine the compliance status of regulated sites/facilities and to become knowledgeable within assigned program areas. Responsible for proper use and care of state-owned property.
Attend workshops and training, as required.
Pass the DEP approved training course and have prior approval to snorkel for the Department. Snorkel as needed. Adhere to the DEP Snorkeling Policy and Directive 710.
Performs other duties as needed.
Required Knowledge, Skills, and Abilities- Knowledge of the terminology, principles, and analytical techniques of the physical or natural sciences.
- Ability to understand and apply applicable State and Federal rules, regulations, policies, and procedures relating to environmental programs.
- Skill in collecting, evaluating, analyzing and interpreting scientific or technical data.
- Ability to conduct field inspections/investigations that may involve working outdoors for extended periods of time in temperatures and weather conditions typical of Florida and navigating areas with rough terrain.
- Ability to identify soils, plants and wildlife in aquatic and wetland ecosystems found in Florida.
- Ability to evaluate, analyze, and interpret aerial photography, site plans and drawings. Knowledge of engineering design, construction, operations techniques, principles, and terminology.
- Ability to serve the public, DEP’s stakeholders and each other in a courteous and timely manner.
- Ability to communicate professionally, both verbally and in writing.
- Ability to maintain effective and productive working relationships with others.
- Skill in dealing with conflicts, confrontations, and disagreements in a positive manner.
- Ability to effectively prepare, prioritize, and organize work, meetings, and projects to meet deadlines and quality expectations.
